DECLARE GUJARAT AS DROUGHT AFFECTED
HOLDS DHARNA IN AHMEDABAD Today, Socialist Unity Centre of India (Communist)(S.U.C.I.(C)) organised a Dharna in Ahmedabad at Paldi Char Rasta on the issue of Drought situation in Gujarat.
Socialist Unity Centre of India (Communist)(S.U.C.I.(C)) sent a team to make a survey of the situation of water in various regions of Gujarat. The teams visited Bhvanagar City, Rajkot City, Jadan, Padadhari, Lodhika, Kotada Sangani and Gondal talukas of Rajkot District, Jamnagar City, Kalavad and Dhrol talukas of Jamnagar Districts, Savarkundala town, Savarkundala taluka, Amreli town as well as Sayla and Vadhwan talukas of Surendranagar Districts and carried a Sample Survey. Following is the brief conclusion from the details we got on interviewing various people: · Most of the regions visited including cities, towns and villages are unifromly facing acute drinking water crisis.
· The water supply from Narmada Canal is insufficient, irregular and indefinite.
· Commercialisation of water is rampant in drought affected regions which causes rise in monthly budget of about Rs. 1000/- to Rs. 1500/- per family. · Some regions do not get water supply from Narmada at all.
· Some Gram Panchayats' Narmada water supply is discontinued or threatened to be discontinued owing to big pending Bill(amounting upto Rs. 12 lakhs!). · Where Boring is the only source, their water level has significantly deepened.
· The number of tankers sent to no source villages is much less.
· The regions hit by salinity face both drinking and general use water crisis. Further, the condition of cattles and their fodder is also very serious:
· Due to failure of crops, people don't have any other means of occupation.
· Nowhere Relief work has begun.
· No arrangement of drinking water or fodder for cattle has been done by the government. · Nowhere declared subsidies have been disbursed in Panjrapoles by the government.
· Nowhere Grass Depot or Cattle Shelters have been started by the government.
Our demands in reference to above described situation: · DECLARE GUJARAT AS DROUGHT AFFECTED.
· STOP COMMERCIALISATION OF NARMADA WATER.
· STOP PROVIDING NARMADA WATER TO INDUSTRIES.
· REGULATE, CO-ORDINATE IN PROPER MANNER THE WATER SUPPLY FROM NARMADA CANAL. IMMEDIATELY PROVIDE 70 LITRES WATER PER DAY TO VILLAGES, 1000 LITRES PER DAY TO THE CITIES WITHOUT UNDERGROUND GUTTERS AND 1400 LITRES PER DAY TO THE CITIES WITH UNDERGROUND GUTTERS ON WAR FOOTING BASIS. · TAKING THE OPINION OF THE LOCAL PEOPLE AND CO-ORDINATING WITH THEM, DO PROPER PLANNING TO MEET THE UPCOMING CRISIS WITH RISE IN HEAT IN SUMMER.
· STOP COLLECTING PRICE FOR NARMADA CANAL WATER FROM GRAM PANCHAYATS. DISTRIBUTE NARMADA WATER FREE OF COST. WAIVE THE PENDING BILLS OF GRAM AND NAGAR PANCHAYATS AND GIVE THEM CONNECTION. · PROVIDE NARMADA WATER ON WAR FOOTING BASIS TO THE VILLAGES, TOWNS AND VILLAGES WHICH ARE NOT GETTING NARMADA WATER YET.
· WHEREVER NEW BORING IS POSSIBLE, PROVIDE ELECTRICITY CONNECTION WITHOUT PUTTING CONDITION OF 'PEOPLE'S CONTRIBUTION'. · SEND SUFFICIENT NUMBER OF WATER TANKERS IN NO SOURCE VILLAGES.
· INSTRUCT THE INDUSTRIES HAVING R.O. PLANT TO PROVIDE DRINKING WATER TO ADJACENT VILLAGES, TOWNS AND CITIES.
· MAKE WIDE USE OF THE TECHNOLOGY OF PURIFYING SEA WATER TO DRINKING WATER TO MEET THE WATER CRISIS. · START RELIEF WORKS IN DROUGHT AFFECTED AREAS IMMEDIATELY.
· DISBURSE DECLARED SUBSIDIES TO THE PANJRAPOLES IN DROUGHT AFFECTED AREAS.
· START IMMEDIATELY SUBSIDISED GRASS DEPOTS IN DROUGHT AFFECTED AREAS. · START IMMEDIATELY GOVERNMENT CATTLE SHELTERS.
· IMMEDIATELY DISTRIBUTE CROP INSURANCE MONEY.
· MAKE MANDATORY FOR THE NATIONALISED BANK TO WAIVE INTEREST ON FARM LOANS.
· DO SPECIAL GRASS CULTIVATION IN SOUTH GUJARAT TO MEET UPCOMING GRASS CRISIS. · SCRAP ANTI PEOPLE, ANTI FARMER 'GUJARAT IRRIGATION AND DRAINAGE SYSTEM ACT-2013'. DWARIKANATH RATH Secretary, Gujarat State Organising Committee, S.U.C.I.(C) |
