Mayawati asks PM to implement UP land policy ingovt undertakings
LUCKNOW: Uttar Pradesh chief minister Mayawatirequested Prime Minister Manmohan Singh to implement provisions of the state's new land acquisition policy in Central establishment and undertakings.
"The CM has written a letter to the prime minister requesting that provision of the new policy should be implemented in Central agencies like railway, NHAI,GAIL and NTPC so that uniformity can be maintained in land acquisition in the state," an official spokesman said here.
Mayawati, who has enclosed the order regarding the policy with the letter, said for the first time provision of land acquisition through mutual agreement, benefiting the farmers in developed land has been made.
"Provision of giving compensation to landless farmers has also been made. Implementation of the new policy would benefit both the farmers and the agency acquiring the land," she said.
The spokesman said that Central departments and undertakings have their separate acts under which land acquisition is done.
"There is no provision of mutual consent and agreement in these acts," he said.
Besides, there is no provision for protection of landless farmers which creates law and order situation and farmers are trapped in litigation due to which project work is also affected, he added.
The official said detail provisions have been made in the new policy to protect interest of farmers and labourers and "it's most progressive in the country".
Mayawati had announced the new policy on June 2 after holding a panchayat with farmer delegates.

"So what? It's a good decision," Mukherjee told reporters in reply to a question before leaving for his Jangipur Lok Sabha constituency in Murshidabad district.
The chief minister had hurriedly announced an ordinance on Thursday for reclaim of 400 acre of land at the abandoned Tata Motors site, for farmers who had unwillingly parted with it.
Yesterday she had said that the government would table the land reclamation bill in the assembly session, which has been advanced to June 13 from June 24.
A left delegation led by Leader of the Opposition Surjyakanto Mishra had called on West Bengal Governor M K Narayanan yesterday and pointed out that such an ordinance could not be promulgated when the house was in session.
Banerjee had said since the government was committed to returning the land to unwilling farmers of Singur who have waited a long time for it, the assembly session has been preponed and the Singur bill would be tabled in the house.
Asked about the present status of the Lokpal bill and what the government was doing, Mukherjee, who is chairman of the joint committee for drafting it, said, "We are discussing it. It is in the process of discussion. Some meetings have taken place. There will be a couple of more meetings."
The steel project in Orissa has been continuously hampered by local anger at the land acquisition for the 4 million tonnes plant, a huge roadblock for infrastructure projects all across the country and a headache for investors in the sector.
POSCO signed the agreement for the mill in 2005 and it was scheduled to begin production by the end of 2011. Protests, environmental worries and government reports into alleged illegalities over a related mining concession have delayed the project.
Environment Minister Jairam Ramesh gave the plant clearance in January on certain conditions, including ensuring that tribal rights and forest protection laws are observed.
The Orissa government started acquiring land for the world's third-biggest steel company after the environment ministry's January approval.
The local government officials were persuading the villagers to back away and not use women and children as human shields, local media said.
Local people, who say the mill would ruin their lives by depriving them of their forest-based livelihood, have refused to budge so far.
"They did not move despite repeated warnings," special land acquisition officer N.C. Swain told Reuters.
POSCO needs 4,000 acres (1,600 hectares) of land.
Swain said the government had already acquired 1,800 acres.
"We will not allow them to enter into the site. We will continue our protest peacefully," Prasant Paikray, a protester, said. "We will fight this battle until last breath," he said.
A day after declaring assembly of anti-Posco agitators at entry point to Dhinkia area near here as "unlawful", Orissa government on Saturday redeployed police force and hinted at action if protesters continue to prevent movement of officials at the proposed steel project site.
As the villagers, refusing to give away their land for the steel plant, formed a three-tier human barricade at the entry point, 23 platoons of police (about 800 personnel) were redeployed in the area, official sources said.
Police were withdrawn from the area on Friday as the district administration of Jagatsinghpur made efforts to persuade the agitators to allow movement of officials in the area for land acquisition work for the project, they said.
The villagers refused to budge an inch from their place of agitation with children on the fore front and women and elderly persons following them.
Vowing to oppose the project tooth and nail, a school student said he along with his friends would continue to lay on the road braving the scorching sun to prevent entry of police and officials into the area.
As government's appeal to the agitators to get their grievances redressed through talks went unheeded, district collector of Jagatsinghpur N C Jena said, "Appropriate action could be taken if repeated efforts to persuade the protesters to disperse fail."
"The government does not want to use force but if unlawful assembly continues in the area necessary steps will have to be taken," he said.
Leaders of various political parties rushed to the area and asked the state government to stay away from resorting to "forcible" land acquisition for the Rs 52,000-crore Posco project.
Left parties including CPI and CPI(M) warned the government of dire consequences if force was used to acquire land for establishment of the mega steel project. Their leaders also rushed to the proposed plant site, sources said.
Congress and other political parties committed their support to the people unwilling to give their land for the South Korean steel maker.
Congress has deputed a four-member team headed by party's chief spokesman Prof Kailash Acharya to Dhinkia area.
"Though Chief Minister Naveen Patnaik had announced that force won't be used for acquiring land for industries, the present situation and mobilisation of police force proved his false claim," Acharya said.
Meanwhile, the district administration had acquired a total of 656 betel vines and disbursed compensation of Rs 6.85 crore among the land losers in Gadakujang and Nuagaon gram panchayats, sources said.
Alleging forcible land acquisition for Posco steel project near Paradip, five political parties on Saturday resolved to go for a civil disobedience agitation in front of the Orissa secretariat on Monday.
The leaders of five parties comprising CPI, CPI(M), Forward Bloc, RJD and Samajwadi Party in a joint meeting condemned the State government's alleged act of using force to acquire land from the residents of the three gram panchayats under Ersama block in Jagatsinghpur district.
"Though the chief minister Naveen Patnaik had earlier committed not to use force for land acquisition, the police yesterday mercilessly beat up people unwilling to give their betel vines for the steel project," said CPI state secretary Dibakar Nayak, adding that one Basudev Behera was assaulted by police at Noliasahi yesterday.
About 4,000 families had been earning their livelihood by undertaking cultivation on forest land in Ersama block since generations, a joint statement issued by the five parties said accusing the State government of violating provisions of Forest Rights Act, 2006 and setting aside interest of farmers for Posco project.
Demanding shifting of the proposed plant site from fertile land of the three gram panchayats, they pointed out that earlier the Indian Oil Corporation's (IOC) oil refinery project was relocated at Paradip from Dhinkia area.
"We do not understand as to why the government is reluctant to change the proposed site," they asked.
This apart, the five parties also strongly condemned the State government for allegedly threatening villagers to demolish their betel vines within 48 hours or face forcible land acquisition.
They also defended the villagers identified as 'encroachers' by the State government for undertaking cultivation on government land since generations.
"The villagers deserve rights over the land over which they have been cultivating since generations," the parties said.
The five parties also cautioned the State government to face consequences if it did not stop forceful land acquisition.
CPI leader A B Bardhan yesterday had also asked the State government to refrain from acquiring land for industry by using force.
The Communist Party of India (Marxist)'s central committee on Saturday started deliberations on the party's poll debacle in West Bengal and Kerala to draw up a road map for the future.
"Discussions have began. Basically, reports have come in from Kerala, West Bengal and other states," CPI (M) Politburo member Sitaram Yechury told reporters.
The central committee and Polit Bureau of the party are discussing the outcome of the Assembly elections, the prevailing political situation in the country and the party's action plan for the future, he said.
The party is likely to make an announcement after the end of the three-day deliberations on Sunday.
The CPI (M) Polit Bureau met on Friday while the central committee meeting is being held today and tomorrow.
Meanwhile, CPI (M) politburo member and Left Front Chairman in West Bengal Biman Bose slammed the Mamata Banarjee Government in the state over the Ordinance for returning the land to unwilling farmers in Singur.
"Assembly is in session. Without knowing Constitutional clauses they did all this. Constitution does not permit this," Mr. Bose told reporters.
CPI (M) general secretary Prakash Karat said he will address the media on Sunday evening.
The Congress' charge that Ramdev is an RSS prop was nothing but a manifestation of a "BJP-RSS phobia" within the party, and it has resorted to this labelling since pre—Emergency days, whenever its government is cornered, the BJP said.
"When Anna Hazare first raised the Lokpal issue he had been clubbed with the RSS. These days, Ramdev's movement is being dubbed as RSS sponsored. Let no one forget that even Jai Prakash Narayan had to hear similar noises when he was leading the anti-Emergency movement," senior BJP leader L.K. Advani said on his blog on Saturday.
Congress general secretary Digvijay Singh had called Ramdev an agent of the RSS and a 'thug'.
Interestingly, his comments have come on a day when RSS Chief Mohan Bhagwat issued an appeal to Ramdev to end his fast saying the country needs his "guidance in the movement for national regeneration", and this has been hampered by his deteriorating health.
BJP spokesperson Nirmala Sitharaman alleged that the Congress is using its "BJP—RSS phobia" to justify the midnight crackdown on peaceful protesters at Ramlila grounds.
She maintained that Congress is using this tactic to counter charges of corruption being levelled against it.
"They feel cornered and resort to labelling people and charging them of destabilising government. Let us recall that pre—Emergency, Acharya Kripalani, Jayaprakash Narayan and during the Bofors, V P Singh were called RSS agents too," Ms. Sitharaman said.
No government mediation
"No. Nobody in the central government has said anything to me and I have come here on my own. I will keep meeting him till he breaks it," Sri Sri Ravi Shankar said when asked if someone from the government got in touch with him on the issue.
"If government wants, I am ready to do anything..whatever the nation needs," he told reporters after meeting Baba Ramdev at the Himalayan Institute of Medical Sciences for about an hour in Dehradun.
In a counter-offensive, Congress will launch its campaign tomorrow to "expose communal forces" behind the agitations by civil rights activist Anna Hazare and yoga guru Ramdevon the issue of corruption and black money.
Senior leader Pranab Mukherjee will hold a media interaction in Kolkata kickstarting the party's nationwide campaign in the wake of agitations by Ramdev and Hazare.
The party is also organizing a public rally in Raipur on June 26 which central leaders are expected to attend.
Congress has decided to adopt a two-pronged strategy on the issue. While it will seek to attack RSS and BJP for "sponsoring" the agitations against UPA on the issue of corruption, it will also highlight corruption in BJP-ruled states.
The party will also focus on the continuation of BS Yeddyurappa as chief minister in Karnataka despite "various allegations of corruption against him", sources said.
Congress has also brought out a booklet "The Congress View on Present Situation" which it plans to distribute among part workers. Mukherjee is learnt to have played a key role in formulating the party's counter strategy.
Baba Ramdev, who was admitted to the Himalayan Institute of Medical Sciences on Friday evening after his condition deteriorated on the seventh day of his fast was administered saline and glucose.
"Ramdev's blood pressure and pulse rate went down last night. But, they have been brought under control. He is stable," Dr. Deepak Goel, part of the medical team that is monitoring Baba Ramdev's health, told reporters.
He said Baba Ramdev "was weak and has some problems in sitting and speaking."
A medical bulletin issued by the hospital said the pulse rate and blood pressure were stabilising slowly and there was an improvement in the health condition of Baba Ramdev.
Dr.S. L. Jethani, Medical Superintendent of the hospital, said Baba Ramdev's liver and kidneys were functioning normally.
Asked whether there was a need to shift Baba Ramdev to AIIMS in New Delhi, Dr. Goel said there was no need for that.
To a question, the doctor said Baba Ramdev was not being treated at the ICU of the hospital. "He is not in ICU. He is in a VIP ward next to it. He was given normal saline and vitamins. He was suffering from dehydration," the doctor said.
Baba Ramdev was being administered intervenous fluid — glucose and normal saline — following which his condition improved, doctors said.
The yoga exponent was admitted to the ICU immediately after he was brought to the hospital.
Baba Ramdev was admitted to the hospital here as his health began deteriorating after he began his fast in his ashram in neighbouring Haridwar.
A Patanjali Yogpeeth spokesperson said that former President A.P.J. Abdul Kalam called up Baba Ramdev and asked him to break his fast.
Bhagwat's appeal
In a statement, RSS chief Mohan Bhagwat, "I prayerfully appeal to Baba Ramdev to call off his fast soon and rejoin his movement for national regeneration.
Although coming from me I can see this appeal reflecting the strong sentiments of millions of countrymen and I hope that Baba would certainly respond positively to their sentiments and feelings."
He said the news of Baba Ramdev's deteriorating health and hospitalisation has caused great concern among people.
"People of the country are greatly beholden to Baba for his relentless campaign against corruption and black money that has awakened and inspired millions of citizens and stirred up their innate patriotism," Mr. Bhagwat said.
However, the country needs Baba Ramdev's active leadership at his hour in the fight against corruption and hence he should give up his fast.

Throughout the interview Mr. Karunanidhi did not hide his dejection with the media men. He is disappointed that despite his easy approach to media and his welfare schemes to media men they show their love only to Jayalalithaa because of the caste affection. It cannot be denied that there is a Brahmin group in every media house who plan misinformation campaign against DMK, twist the news in favour of Jayalalithaa and against Karunanidhi.
Aiyar critical of government's handling of Hazare, Ramdev
Congress leader Mani Shankar Aiyar termed Anna Hazare and Baba Ramdev's campaign against corruption as a "circus in Jantar Mantar and Ramlila Ground", and was critical of the way the UPA government handled the recent events.
"I would have ignored Baba Ramdev, I would have also ignored Anna Hazare. I would have told them you run your show, your circus in Jantar Mantar and Ramlila Ground.
"But if you want to talk to the Parliament of India, please place your applications before the relevant standing committee," Mr. Aiyar told reporters here on the sidelines of a function.
He said had he been the Prime Minister, he would never have sent four ministers to meet Ramdev and would never have "unleashed the police on the sleeping people".
"What concerns me is that our reaction to the recent events has not been what it should have been," the former Union minister said.
The Congress Parliamentarian, however, questioned the position of the Civil Society team, led by Mr. Hazare, to be a part of the government committee for drafting the Lokpal bill.
"These decisions should have been taken by the Parliament.
These cannot be taken by a committee of half—a—dozen ministers and something called Team Anna Hazare," he said.
"What is the position of Team Hazare?" asked Mr. Aiyar.
"Congress will be part of the government. I have invited them and they will let me know"

Fees for passports & visas, traffic penalties to go up
NEW DELHI: Get ready to pay more for passport fee, visa, traffic challans , official publications , various registration fees , and a host of other services the government provides.
The finance ministry has shot off a missive to other ministries and departments asking them to review user-charges of services provided by them.
The North Block hopes timely measures will help increase non-tax revenues, covering some of the shortfall in tax revenues because of the impending economic slowdown.
"We want all ministries to review and analyse all user charges to see if costs are being recovered on the services they provide," said a finance ministry official.
The government provides many economic and social services to individuals, organisations and other arms of the government, but in most cases services are priced well below cost. A revision could mean fees for examination conducted by the Union Public Service Commission, various penalties, prices of government gazettes and publications, audit and visa could all go up. Entry fee to museums, monuments, fee for sports facilities could all be revised.
The passport fee was last revised to Rs 1,000 in 2002 and is well below what it would cost to issue one, carry out the required due diligence and the administrative set up.
Doubling the fee will net the government Rs 50 crore extra on the nearly 50 lakh passports the government issues every year.
Similarly, the consumer price of most government publications do not cover even a fraction of the costs.
The price of postcard was last raised 10 years ago in 2001 to 50 paise. "Cost of administering these services keeps going up but the fees have remained the same with the government ending up providing subsidy out of taxpayers' money," says fiscal expert DK Srivastava, director, Madras School of Economics.
Every ministry will now have to examine if current charges help it recover costs or not and expenditure incurred on improving the quality of service has been recovered or not, said another government official privy to the finance ministry communication.
The missive makes it clear that if a ministry has kept the cost of a service at a particular level it has to be a conscious decision and not by default.
"There has to be a justification for keeping user fee of a service at a particular level and not increasing it," the official said.
In most countries, non-tax revenues account for a significant percentage of total revenues.
"The idea would be to at least cover the cost of these publicly provided goods," said Srivastava.
The move comes in the backdrop of apprehensions of government's revenue coming under pressure due to a possible decline in tax revenues due to economic slowdown and a rise in expenditure burden due to subsidies given for oil, food and fertiliser.
Net direct tax revenues dropped 48% in the first two months, though finance ministry officials have said it would like to wait for the first instalment of advance tax collections to draw any firm conclusion.
The finance ministry has pegged non-tax receipts for the current financial year at Rs 1,25,435 crore. Of these, Rs 11,494 crore is from general services, Rs 2,354 crore from social services and Rs 45,915 crore from economic services.

No respite from price rise: RBI survey
MUMBAI: Inflation is expected to remain stubbornly high in the current quarter and rise further by the end of this fiscal, led by soaring prices of essential commodities, especially food articles, according to a survey conducted by the Reserve Bank of India (RBI).
Urban households expect inflation to rise further by 40 basis points to 11.9 percent in April-June quarter and by 120 basis points to 12.7 percent during financial year 2011-12 from the perceived current rate of 11.5 percent, the RBI said in the June issue of its monthly bulletin.
"Households' expectations of general price rise were mainly influenced by movements in food prices," it said.
This was the 23rd round of the Inflation Expectations Survey conducted by the RBI. Over 4,000 urban households across 12 cities participated in the survey conducted in January-March quarter.
According to the survey, the percentage of respondents expecting price rise has gone down for all product groups, namely, general prices, food products, non-food, household durables, housing and services.
Daily-wage workers and housewives expected higher inflation rates compared to other categories. Across cities, Bangalore registered the highest inflation expectations and Patna the lowest.

JSW Steel to merge Ispat Industries, to get huge tax benefit
Sajjan Jindal's JSW Steel has begun merger talks with Ispat Industries which will give huge tax benefits of close to Rs 2500 crores to the merged entity, sources with direct knowledge said.
JSW Steel owns around 49% stake in Ispat and is in the process of restructuring it's Rs 7000 crores debt for it to exit the Corporate Debt Restructuring (CDR). Soon after Ispat is out of CDR, the merger process will be put on the fast track while the talks have already begun.
Sources said, Vinod Mittal who owns 26% stake in Ispat could hold less than 5% stake in the merged entity of JSW Steel. The merger of Ispat Industries with JSW Steel could be at a swap ratio of 4:1 based on the market cap, though the valuations are being worked out currently.
Experts said, JSW Steel will want to merge the companies to get full management control on Ispat's operations and to make use of the tax benefits which Ispat has accumulated by way of carry forward accumulated losses. The accumulated losses are around Rs 8000 crores which could have the tax savings of close to Rs 2500 crores.
JSW Steel paid income tax of Rs 800 crores in the last fiscal and is expected to pay around Rs 1000 crores in FY12, so the company can use up the benefits over two financial years.
The tax benefits could be a big positive for JSW Steel which bought 45% stake in Ispat Industries late last year for Rs 2157 crores and invested another Rs 200 crores in the open offer for Ispat shares.
JSW Steel's Joint MD and group CFO, Sheshagiri Rao said, "No merger plans as of now, focusing on restructuring the debt and revival of Ispat." Vinod Mittal declined to comment on the development.

Financial stability difficult without central bank autonomy
KOLKATA: Financial stability is the toughest task for autonomy-less central banker who gets torn between governmental priorities and regulatory overlap, making them look like the mythological Greek character Sisyphus who endlessly rolls up a boulder uphill, only to see it slide back.
India had set up the Financial Stability and Development Council after recognising the need for stability, but it needs to establish conventions and practices to prevent its 'spillover' into monetary policies , said the Reserve Bank of India Governor Duvvuri Subbarao .
"The challenge for central banks is still bigger than Sisyphus to achieve financial stability," said Subbarao. "They have to manage multiple boulders at the same time. Only if they succeed in that multi-Sisyphean effort, will they be able to preserve financial stability."
Subbarao has once again batted for autonomy for central banks even as it is perceived that coordination between regulators and government is a must to preserve financial stability. "It is generally acknowledged that these coordination mechanisms, especially as between the government and the regulators, must function in ways that do not compromise the autonomy of the regulators," the governor said on Friday, at the SAARCFINANCE Governors' Symposium in Kerala.
It is clear that he is not ready to sacrifice RBI's autonomy at any cost after the setting up of the Financial Stability and Development Council last December. He had to fight hard with the finance ministry and get an assurance that setting up of FSDC will not in any way erode the autonomy of the regulators.
To ensure RBI's autonomy in a FSDC regime, Subbarao prescribed developing conventions and practices which will serve the goal of preserving financial stability without eroding the autonomy of the regulators. There was rift showed up when Union finance minister Pranab Mukherjee announced the plan to set up the FSDC to oversee all financial regulators to iron out differences between them.
The structure attempts to strike a balance between the government's objective of ensuring financial stability to reduce the probability of a crisis and the operative arrangements involving the central bank and other regulators.
The autonomy of central banks had come under scrutiny as many believed that unbridled autonomy of central banks was one of the main factors behind the crisis. He said: "From an effectiveness and accountability perspective and for preventing as well as managing a crisis, it is imperative to enjoin the executive responsibility for financial stability to a single entity and that the central bank is best positioned to be that single entity."
Subbarao, however, underlined the need for a coordinated effort between regulators and the government to protect financial stability in the post-global financial crisis era. "How these coordination mechanisms will evolve and how much value they will add is yet too early determine.
The test really will be how effectively we can prevent the next crisis, and how effectively we will manage it, should one occur," Subbarao said at the conference where governors and heads of delegation from Afghanistan, Bangladesh, Bhutan, the Maldives, Nepal, Pakistan and Sri Lanka were present. He said that the crisis has demonstrated the need for explicit delineation of responsibilities for financial stability across agencies and an agreed protocol for coordination among such agencies.
In the Indian context, financial stability depends on how the RBI and other financial sector regulators such as the Securities and Exchange Board of India (Sebi), the Insurance Regulatory and Development Authority (Irda) and the Pension Funds Regulatory and Development Authority (PFRDA) function. "Beyond the regulators, the crisis has demonstrated the importance of the coordinating role the government has to play, especially in times of crisis," Subbarao said.

ASSOCHAM proposes 16 new PPP e-Clusters in Orissa at Rs 480 cr
BHUBANESWAR: The Associated Chambers of Commerce and Industry of India (ASSOCHAM) on Wednesday proposed setting up of 16 new clusters on public-private partnership [PPP] in Orissa each accommodating about 1000 units and providing direct and indirect employment close to 4 lakh people.
Releasing the ASSOCHAM study on "Cluster Development for Inclusive Growth in Orissa" National Secretary General, D. S. Rawat said, "The total funds required for basic and essential infrastructure to these clusters will be about Rs. 480 crores. Once functional, it will contribute additional 10% revenues per annum to the exchequer, help in inclusive growth and simultaneously lead to upgradation of existing clusters.
The chamber will hold a summit on 'Conclave Orissa: Unfolding Investment Opportunities' on June 24th, 2011 here. Chief Minister Naveen Patnaik is scheduled to inaugurate the summit, Mr Rawat added saying that the summit would be attended by over 400 potential investors. "The focus areas for MoUs will be forestry, agriculture, food processing, HRD skills, commercial sea ports, herbal, non-conventional energy, tourism and infrastructure", he added.
In the state, there are only 26 clusters in the state recognized by the Central government as against 6500 clusters in the country out of which 450 are assisted by the government. The 16 new clusters suggested by ASSOCHAM are: Palasa (Cashew), Buditi (Brass & Bell Metal), Baripada (Sabai Grass), Dhenkanal (Powerloom), Puri (Rice Mills), Bhadrak (Rice Mill Cluster), Dhamara (Ice Plant), Basudevpur (Ice Plant), Chandbali (Chuda Cluster), Tihdi (Chuda Cluster), Basudevpur (Chuda Cluster), Bhandaripokhari (Honey), Dhamara (Honey), Betaligaon (Wood Carving), Olaga (Wood Carving) and Dhusuri (Wood Carving).
The MSME sector contributes around 40% to GDP with an estimated value of goods and services around Rs. 20 lakh crore in 2009-10. The sector is estimated to employ about 5.9 crore people in over 2.6 crore units in the country and has consistently registered a higher growth rate than the rest of the industrial sector. There are over 6000 products ranging from traditional to high-tech items, which are being manufactured by the MSMEs in India.
The clusters could play major role in creation of jobs, cost competitiveness, better quality, enhanced productivity, improved infrastructure, wider export market and face overseas competition, according to Mr Rawat.
"Existing clusters are not able to sustain growth and development process due to use of obsolete technology and plant machinery, therefore, there is a need to interconnect all clusters among themselves by adopting e-Cluster Model to provide them with a level playing field and make it globally competitive", he remarked.
Besides, e-Cluster model facilitates SME stakeholders for easy and speedy co-ordination between members, entrepreneurs, buyers-sellers etc. and enables them to access vital information vis-a-vis marketing, best/profitable market price, market news, government notification etc. ASSOCHAM strongly holds a view for assisting & stimulating clusters' potential to achieve better productivity & contribution in state output.
In a sample survey covering 5 clusters in five locations, it has been assessed that assisted clusters showed 20-30% overall improvement in income generation, social welfare, product quality, efficiency in raw material consumption and skill improvements.

Steel companies with pellet plants to get priority in iron-ore mine allocation
NEW DELHI: The government will give priority in iron ore mine allocation to steel companies that build pellet plants, as an incentive to prompt more companies to invest in ore improving facilities. This would reduce the need to export certain categories of ore and would also force many resource exporting companies in Karnataka and Goa to sell their produce in the domestic market, said a senior official in the mines ministry .
The government's plan is to encourage steel plants that are building pellet plants - units that remove moisture from ores, clean the mineral baking it into tight little balls to be used as more efficient feed in steelmaking. Many steelmakers and miners are already setting up plants with capacities ranging from 2 million tonnes to 12 million tonnes, said the same official who asked not to be named as the proposal was still being debated.
Typically, iron ore comes in two categories; fines and lumps. While lumps are more easy to use in steelmaking, fines have been traditionally neglected by steel plants.
"A pelletisation push will create a domestic market for iron ore fines that have either been stockpiled for decades or been exported by the million of tonnes," said the official. State-owned Steel Authority of India , or SAIL, is learnt to have accumulated 35 million tonnes of fines at its Gua mine in Jharkhand. SAIL will build a 4 million tonnes pellet plant each at the mineheads in Gua, and Bolangir in Orissa, and also has plans for a 2 million tonnes plant in Bhilai.
According to Jindal Steel and Power executive director Rajesh Jha, the company's Angul project is designed to take only 35% lumps and will need pellets. Jindal Steel already has a 4.5 million tonnes pellet plant running in Barbil, Orissa, which in its second phase will expand to 10 million tonnes.
Depending on the nature of the iron ore block it is allocated, Jha says Jindal Steel would set up a 6 million tonnes pellet plant in Angul too.
A large number of Indian firms are also building pellet plants. Trading major Stemcor's Indian subsidiary, Brahmani River, expects its 4 million tonnes pellet plant in Orissa to become operational in a few months. Essar is setting up a 12 million tonnes plant near Paradeep, again in Orissa.
Essar already has an 8 million tonnes plant at Vishakpatnam. "Considering the large investment required in core sector industries like steel, it is important to have assured source of supply of raw materials," said Jatinder Mehra, director at the Essar Group .
The share of fines against lumps is steep in Goa and Karnataka, at 80:20. If exports are restricted in the future, as was done in Karnataka to tackle illegal mining, miners with pelletisation plants won't suffer, say industry executives.
India's annual iron ore requirements will increase to 340 million tonnes by 2010. Reserves are estimated to last another 20-30 years.

Vedanta's green measures at Lanjigarh okayed
MUMBAI: Less than eight months after putting a blanket ban on a capacity expansion programme by Vedanta Aluminum at Lanjigarh in Orissa, the Union Ministry of Environment and Forests has cleared antipollution measures taken by the metals major.
A team comprising officials from the ministry and the Orissa State Pollution Control Board visited Vedanta Aluminums refinery at Lanjigarh to inspect the impact from the alleged leakage in an effluent pond after concerns were raised by prominent activist groups such as Amnesty International and other local groups.
The team that inspected the unit said Vedanta Aluminum has implemented environmental practices.
The unit is complying with most of the conditions of the (pollution control) board in respect of air and water pollution and has taken steps to make the pond impervious. But as an abundant precaution to ensure no percolation from the pond, it (Vedanta Aluminum) has been asked to take up complete lining of the cells, said the report.
No discharge was observed from the pond or any outlet of the industry to the nearby Bamsadhara River during the visit, the report added. However, it may be possible that water collected in the centralised collection pit of the red mud pond might get in to the natural water pond during heavy rains.
The waste, a toxic byproduct of bauxite from which aluminum is extracted, is reported to be harmful to people and animals.

Congress booklet counters Ramdev's claims
A booklet brought out by the Congress to defuse opposition parties' aggressive campaign and highlight various anti-corruption steps of the United Progressive Alliance (UPA) has addressed questions raised by yoga guru Baba Ramdev on black money.
The booklet 'The Congress view on present situation-1', released on Friday, has a photograph of party chief Sonia Gandhi on the cover.
The party intends to distribute the booklet during its proposed rallies in state capitals this month.
The booklet has contested several issues raised by Ramdev, including the figure of Rs.400 lakh crore he has quoted as the amount of black money stashed abroad.
"Many of the demands raised by different persons are ill-informed and baseless. For example, to suggest that Rs.400 lakh crore is stashed abroad is a preposterous claim," said the booklet.
The booklet did not name Ramdev but sought to demolish issues raised by him. Ramdev, who has been on a fast since June 4 when his rally at Delhi's Ramlila Ground was dispersed by police in a midnight crackdown, had on Thursday consumed lemonade and honey at the request of doctors.
"To suggest that the Indian rupee can equal $50 betrays one's colossal ignorance. To demand that currency notes of denomination of Rs.1,000 and Rs.500 should be demonetised is not only impractical but fraught with grave consequences," the booklet said.
The booklet also termed as absurd the figures relating to black money put forth by the Bharatiya Janata Party (BJP).
"Many such absurd claims have been made. For example, the BJP has claimed that black money was between Rs.1,125,000-2,250,000 crore ($250-500 billion). Suddenly the amount jumps from about Rs.22 lakh crore to Rs.400 lakh crore," the booklet said.
Outlining the steps taken by the government to curb corruption and black money, the booklet said that a "strong and sound" Lokpal bill would be introduced in the monsoon session of parliament.
"It (the government) has entrusted probe into grave allegations of corruption that may involve people in high places to the CBI (Central Bureau of Investigation). It has welcomed the Supreme Court's oversight of investigations. The government has ratified the UN Convention Against Corruption. It has introduced a bill to punish bribery of foreign public officials," the booklet said.
On the issue of black money, it said that the Prevention of Money Laundering Act was passed during the previous UPA government's tenure and had provisions for confiscation of property.
It said that UPA-II had so far unearthed Rs.18,750 crore in income tax searches, Rs.12,000 crore in income tax surveys, Rs.33,784 crore in mispricing of goods and services, and Rs.22,697 crore of taxes had been collected due to special attention on cross-border transactions and business deals.
"Three national-level institutions have been tasked to estimate the extent of black money...Action has been taken against high profile tax evaders such as Pune-based stud farm owner Hasan Ali Khan, former Jharkhand chief minister Madhu Koda and former Satyam chief B. Ramalinga Raju."
The booklet said that the government entered into double taxation avoidance agreements (DTAA) with 27 countries (including Switzerland) and tax information exchange agreements with 10 countries. An agreement had been reached with Mauritius to review the DTAA.

NRI couple holds big stake in Baba Ramdev's empire
NEW DELHI: The NRI couple from Scotland who gifted an island to Baba Ramdev hold significant stake in one of the biggest companies in the yoga guru's multi-crore empire.
Sarwan 'Sam' Poddar and his wife Sunita, residents of Scotland, bought Little Cumbrae, an island of about 900 acres for two million pounds and gifted it to Ramdev in 2009. The uninhabited island, with remains of an old castle, is to become a yoga and ayurveda retreat centre.
According to filings by Patanjali Ayurved Ltd with the Registrar of Companies, the Poddars hold 12.46 lakh shares each in the company. The company has allotted total 3.47 crore shares. Thus, the Poddar couple hold 7.2% stake in the company which is behind most products of the Ramdev empire.
The Poddar couple is the second biggest stakeholders in Patanjali Ayurved, after Acharya Balkrishna, Ramdev's close aide whose Indian citizenship has been the subject of controversy. Balkrishna's stranglehold over the companies run by Ramdev group is stark. He holds 3.10 crore of the 3.47 crore shares of Patanjali Ayurved, that is over 92% shares in the company. He also has similar holdings in Vedic Broadcasting Ltd, which controls Aastha channel.
The Poddar couple has told media in the past that they bought the island on the insistence of Sunita, who lost significant weight after taking to Ramdev's yoga. Sarwan Poddar was among those who were at the Ramlila Maidan where Baba launched his fast.
The couple has donated the island to Ramdev for setting up a pilgrimage centre, where yoga and ayurveda would be managed by qualified doctors, according to media reports.
Patanjali Ayurved, in which the Poddar couple hold shares, recorded a total turnover of Rs 60.96 crore in 2008-09, the latest year for which financial filings are available on record. It made a profit of Rs 4.5 crore before taxation.
Patanjali Ayurved has significant transactions with Divya Yog Mandir Trust (DYMT), of the Ramdev empire, and Vedic Broadcasting Ltd, another group company that runs Aastha channel. In 2007-08, purchase and trading of Patanjali with DYMT and the broadcasting company was to the tune of Rs 48.48 crore.
The company had also bought fixed assets including steel structures on a land owned by the trust, worth Rs 2.7 crore. The company had hired DYMT's land too, on rent. The company has taken unsecured loans from among others Balkrishna and Vedic Broadcasting.
Patanjali Ayurved also raised money through other business transactions. By March 2008, the company had taken a deposit of Rs 95 lakh from retailers selling their products. Each of the retailers paid Rs 1 lakh.
The annual report of the company for 2008-09 financial year shows that just two products, Amla and Aloe Vera juices, mopped up sales of around Rs 25 crore in the year. Besides, Lauki (bottle gourd) juice, which has often run into controversies over Ramdev's claims about its capabilities, too adds significantly to the bottomline of Patanjali Ayurved.

To convert this world into a 'disease free' place to live in, is a goal" that the company has "set for itself in the times to come. The acceptability of our flagship products by people is a proof of the fact that we are heading in the right direction," the directors of the company said in their report of 2009. The company also makes shampoos, body massage oil, eye drops and several medicines. These products are sold through about 100 shops, which have deposited Rs 1 lakh each with Patanjali Ayurved.

Confusion spreads over hunger strike in Baba Ramdev's Patanjali Yogpeeth
PATANJALI, HARIDWAR: Baba Ramdev .s hunger strike and anti-corruption appears to be limping on its last leg. Contradicting earlier reports of rapid weight loss of almost 5 kilograms till yesterday, the official medical bulletin has a loss of 1.5 kilograms.
Briefing the media, the chief medical officer of the government hospital, Dr Yogesh Chand Sharma said that there are only two persons fasting - Acharya Balkrishna and Baba Ramdev. "The rest have been fed," he added.
Speakers at the yogasthal, were primarily sanyasis from Haryana, his home state who voiced support. The scene was turning into a more organised campaign within the Patanjali campus. Records have been kept of all attendees and supporters. The only voice for this campaign is the electronic media whose flashes are closely monitored by the organizers.
No backdoor talks with Ramdev: Moily
BANGALORE: Union Law Minister Veerappa Moily on Saturday said the "government is not engaged in any backdoor talks" with yoga guru Baba Ramdev on the eighth day of his anti-corruption fast.
"There is no backdoor or open door talks with anyone," Moily told reporters here.
"Sri Sri Ravishankar spoke to me from Berlin and also upon his return to the country and asked me what is happening. He expressed his concern over what is happening and said he would speak to Ramdev," Moily said in response to a statement issued on Friday.
The statement said: "Moily called Sri Sri Ravi Shankar and he (Moily) is in touch with the PM (prime minister) regarding Baba Ramdev's fast. We are hopeful that the deadlock will end by tomorrow."
"Sri Sri asked me whether he can cite my name during talks with Ramdev, to which I agreed," added Moily.
Ramdev was rushed to a Dehradun hospital for treatment after his condition deteriorated on the seventh day of his fast on Friday.

DMK to stay put with UPA Govt
CHENNAI: Political rationale appeared to rule over octogenarian DMK chief Muthuvel Karunanidhi's emotion, as the high-level meeting of DMK leaders here on Friday decided to stay with the UPA government. For a party still nursing its wounds from a debilitating defeat in the assembly elections, the decision was not a major surprise, even if Karunanidhi continues to be pained over his daughter Kanimozhi .s imprisonment in the 2G spectrum allocation case.
The decision to continue with the UPA, notwithstanding the Congress' anti-DMK diatribe, blaming it for the electoral debacles in Tamil Nadu and Puducherry, indicated that Karunanidhi really had no option, but to maintain status quo. Jettisoning the alliance at this juncture would have thrown the party out of power both at the Centre and in Tamil Nadu-a prospect the party patriarch would not relish at all, given the fact that his arch-rival Jayalalithaa, now firmly ensconced in power in the southern state, has started gunning for him.
"This is no decision at all. He (Karunanidhi) has been unable to take a decision, and therefore he has allowed status quo to continue," writer and political commentator Cho Ramaswamy told ET about the decision of the DMK leadership. "Different factions of the family are pulling him (Karunanidhi) in different directions," he said.
The decision means DMK ministers MK Alagiri, SS Palanimanickam, Gandhiselvan, D Napolean, S Jagatrakshakan, and textiles minister Dayanidhi Maran will continue in the Manmohan Singh Cabinet. The party's MP and former telecom minister, A Raja, is in jail, facing prosecution in the 2G spectrum allocation case along with Kanimozhi. It also means that Karunanidhi has been forced to continue his party's alliance with the Congress , despite his recent comment that "bad friends will bring trouble", apparently aimed at the Congress.
DMK has 18 Lok Sabha MPs, a crucial number for the stability of the UPA government , but is also shorn of perceived political power following its drubbing in the Tamil Nadu assembly elections where it ended with only 23 MLAs in the 234-member House.

Baba Ramdev's campaign ends in a whimper; Yoga guru admitted in ICU
HARIDWAR: The week-long drama came to an end this Friday on almost scripted lines as Baba Ramdev, the protagonist was carried away in a stretcher to a hospital of the Himalayan Trust near Dehradun . The district magistrate of Haridwar was present here to take Baba Ramdev to the hospital.
Earlier in the day, the chief medical officer Dr Yogesh Chandra Sharma had said that the Baba's health had deteriorated and there was an urgent need to move him to the intensive cardiac care unit for constant monitoring.
Briefing the media at around 11 am, he said that his condition had now become "worrisome" that required urgent hospitalisation. In about two hours after that news trickled in that the district magistrate was coming in to take stock of the situation. People close Ramdev said that he had given his consent and the state government authorities had come in prepared to move him to the hospital.
He was removed in a stretcher to the ambulance as devotees and followers shouted anti-Congress and anti-Sonia slogans.
While reports came in that Baba Ramdev had been admitted and was under medical care, the yagyashala was turned into a prayer meeting for Ramdev's recovery. Devotees were directed to chant the gayatri mantra for his early recovery.
But a handful of men and women, an estimated 100 odd people, decided to take their protest beyond the Yogpeet boundary on to the steets. They burnt effigies and blocked the main road connecting Hardwar and Delhi, performing a yagya at the centre of the road.
The state police were present there in case there was a law and order problem. With the Central government paying no heed to his demands, after he was ejected from the Ramlila ground in the wee hours last Sunday, there was little that Ramdev could hope for. This, perhaps was the only escape route for him as there was very little he could do about his campaign. It had lost its steam once it moved out of Delhi.
His failed attempts to take it closer to the power centre like Noida too was rejected by Uttar Pradesh Chief Minister Mayawati.
While on the one hand, the support was losing ground, on the other, the activities of Ramdev and his aides, particularly Balakrishna was under the scanner. Questions on the companies they operate, their business, shareholding pattern etc came up for questioning even as media glare turned towards the personal details of his aides.
It was a lost game by day-end on Thursday and it was only a matter of time before Ramdev would have to resort to the medical route to end the strike.
Ramdev's fast has lost meaning: Congress
LUCKNOW: Congress leader P L Punia Saturday said that yoga guru Baba Ramdev's fast against corruption has now lost its significance.
Chairman of the Scheduled Castes Commission, Punia said, "What Ramdev is now doing has no significance. His fast has no meaning now as his demands have been accepted by the central government. Now he should call off his fast."
Ramdev has been on a fast in Haridwar against corruption and black money after he was forced to move out from New Delhi due to Delhi police's crackdown on the yoga guru and his supporters at the Ramlila Ground.
On Ramdev's deteriorating health, Punia told reporters here, "Everyone wants Ramdev should become healthy."
RSS appeals to Ramdev to end his fast
RSS chief Mohan Bhagwat on Saturday appealed to yoga guru Ramdev to end his fast against black money corruption due to his falling health, maintaining that the country needs his "guidance in the movement for national regeneration."
"I prayerfully appeal to Baba Ramdev to call off his fast soon and rejoin his movement for national regeneration. Although coming from me I can see this appeal reflecting the strong sentiments of millions of countrymen and I hope that Baba would certainly respond positively to their sentiments and feelings," Bhagwat said in a statement.
He said the news of Ramdev's deteriorating health and hospitalisation has caused great concern among people.
"People of the country are greatly beholden to Baba for his relentless campaign against corruption and black money that has awakened and inspired millions of citizens and stirred up their innate patriotism," Bhagwat said.
However, the country needs Ramdev's active leadership at his hour in the fight against corruption and hence he should give up his fast.
"At a time when the country needs his guidance the most it is unimaginable that the Baba is lying in a hospital bed weakened by resolute fasting for more than a week. The cause of dharma he has taken up needs his active guidance. Therein lies the good of the country," Bhagwat said.
PM should not be brought under Lokpal: Narayanasamy
Amid differences between Anna Hazare's team and government on the Lokpal bill, Minister of State in the PMO V Narayanasamy says the post of Prime Minister should not come under the purview of the proposed Bill as the dignity of the high office would be affected.
In an interview to Doordarshan News, Narayanasamy said that his personal view was that the post of Prime Minister should not be brought within the ambit of the Lokpal.
"This would affect the working and stability of the government. If someone files a false complaint against the Prime Minister, then there will be negative publicity and the dignity of the post of the Prime Minister will be affected," he said.
The political class is not willing to accept the civil society's recommendation to include Prime Minister, judiciary and civil servants under the proposed bill.
Replying to a question on the fast undertaken by Ramdev on the issue of corruption and black money, Narayanasamy said the government had already replied to all the demands of the yoga guru.
The Minister also dismissed as "absolutely not true" Anna Hazare's comparison of what happened in Ramlila Grounds to Jalianwala Bagh massacre.
Dayananda Saraswati urges Ramdev to give up fast
COIMBATORE: Swami Dayananda Saraswati of Arsha Vidya Gurukulam at nearby Anaikatti has urged Yoga Guru Baba Ramdev to give up his fast, which entered the eighth day today, in view of his deteriorating health.
In a letter, he said the entire country is aware of the cause for which Ramdev has acted -- elimination of corruption and black money -- and added that the nation would hold him in great esteem for this action that brought about a national awareness "of the evils of adharma".
