THIRUVANANTHAPURAM: The government proposes to distribute cycles to 55,000 eighth standard students who belong to Scheduled Caste (SC) communities, Minister for Tourism and Welfare of Scheduled Castes and Backward Communities A.P. Anilkumar has said.
The Minister said here on Thursday that one of The first phase of the programme would be completed in 100 days. the objectives of the free distribution of cycles was to prevent students from dropping out of studies. The first phase of the programme would be completed in 100 days. All students of the eighth standard would get cycles this academic year itself. The scheme would cost Rs.15 crore. Mr. Anil Kumar said libraries would be started in 90 pre-metric hostels at a cost of Rs.90 lakh. Besides 'vignanvadids' with library, reading room, and Internet connections would be set up in one Scheduled Castes settlement in each constituency.
The Scheduled Castes Development Department proposed to provide entrance coaching to Scheduled Castes students who had passed SSLC examination with A or A+ grade. Arrangements would be made for this at all district headquarters. The department would provide tuition fees and travelling expenses. The Minister said that several ongoing tourism projects would be completed in the next 100 days.
These included beautification of Varkala hill, renovation of footpath at Varkala, landscaping of Kappad beach, and amenity centre at Beemapally in Thiruvananthapuram.
A master plan would be prepared for development of backwater tourism in Alappuzha.
The project included construction of house boat terminals, water sports complex, pavilion, maritime museum, food court, and aquarium complex. It would cost about Rs.67 crore.
Mr. Anil Kumar said the government proposed to take up beautification of the Palakkad Fort and surroundings and development of Aruvikkuzhi waterfalls in Kottayam district as a tourist destination. Sarovaram Nature Park in Kozhikode district, Ranipuram project, Vagamon tourist complex, and tourist facilities at Athirappally would be opened to public, he said.
He said that seats would be reserved at the 12 centres of the Food Craft Institute to those sponsored by Kudumbasree Mission.

BANGALORE: Funds meant for welfare schemes of the scheduled castes and tribes (SC/STs) remain unutilised in gram panchayats and CMCs, disclosed Minister for Social Welfare A Narayanaswamy."I fail to understand how the officers can afford to be so casual in spending money when it has been earmarked for the welfare of the SC/STs, which is rampant in CMCs and gram panchayats. So, I have decided to direct the Directorate of Civil Rights Enforcement to probe the matter and submit a report in two months," Narayanaswamy told the media on Thursday. He refused to admit that the elected representatives too were responsible if the funds meant for SC/STs remain unutilised. "It is the direct responsibility of the officers, as elected representatives have their limitations. Ultimately, it is the bureaucracy which should prepare the action plan whereas ministers only draw the policy," the minister asserted. He said he has already completed one round of discussion with the officials of the DCRE and a GO will be issued shortly.

The BJP-RPI-Shiv Sena Maha-morcha on Thursday was supposed to be a show of strength and was meant to take on the government over issues of inefficiency and corruption. Instead, it ended up as an exercise in assuring the state's Dalits of an alternative alliance that they can vote for.
Leaders of the saffron parties heaped praises on RPI chief Ramdas Athavale, listing all that he has done for the Dalit community. They also reminded him of the injustice meted out to him by the Congress and the NCP. They used the occasion to assure him that he would be "taken care of" better than before.
Leader of the opposition and BJP leader Eknath Khadse used his entire speech to recite a list of schemes started by the Sena-BJP government for the benefit of Dalits, tribals and the backward classes.
"The Congress and the NCP used the RPI's votes but gave it nothing in return. Money which was supposed to be used for various Dalit welfare schemes was diverted elsewhere," he said.
Sena executive president Uddhav Thackeray, too, did his bit to put Athavale on a pedestal. "The Congress and the NCP will now understand your importance," he said to Athavale. "The parties consist of people who will not hesitate to betray even their parents. They disrespected you by backstabbing you during the Lok Sabha elections. Bheem sainiks and Shiv sainiks will jointly teach them a lesson."
He blamed the Congress and the NCP for the long-time antagonism between the RPI and the Sena. "They created such situations that forced us to be on opposite sides. But this approach will no longer work. We have to unite and work as a cohesive unit," said Thackeray.
Athavale, in his trademark poetic style, sent out a message to the Congress and the NCP that he had joined hands with the Sena to avenge the wrongs done to him by his earlier partners. "This alliance is not only for electoral gains, but it's a process of social integration.
After my meeting with the Sena chief, all my doubts about the party were cleared. We are sure that our flags will fly high on the state assembly after the 2014 elections," he said.
Refuting claims that he does not enjoy the support of the entire Dalit community, he said that the support he has is enough to change the government.

NCP's charter of demands touches on a wide range of issues

Apart from demanding renaming of Dadar Railway station in Mumbai as Chaityabhoomi station, Sharad Pawar-led NCP has tried to cover several issues related to Dalits and other backward classes in its charter of demands.
The charter, put out at the rally on the party's 12th foundation day here, calls upon the state government to re-publish Dr Babasaheb Ambedkar's writings and speeches, and make them available to the common man.
`Annabhau Sathe Academy' should be set up to promote writers and artists who focus on deprived and neglected sections of the society. State should set up awards in the names of social reformer Jyotiba Phule and his wife Savitribai Phule, it demands.
The party has also called for strengthening of the machinery which is responsible for providing the caste verification certificates.It wants separate committees to be set up in each districtso that the certificates could be obtained within a month of application. The party wants the certificates to be given at the end of the last year in school, for the benefit of students.
Instead of a separate caste certificate for a person, the party wants a certificate per family, based on the ration card.
The party also wants the government to chalk out measures to prevent dropping out from schools among the backward classes.
A separate machinery should be set up by the state government to monitor implementation of central government's laws related to right to education, charter says.
NCP wants increase in the amount of subsidy for constructing houses in rural areas under the Indira Awas Yogana, from the existing Rs70,000 to Rs1.5 lakh.
Every year, one lakh houses should be constructed for the backward classes, the charter demands.
Besides, the income limit for backward classes to avail of various welfare schemes should be raised from Rs54,000 per year to Rs two lakh in urban areas, and from Rs39,000 to Rsone lakh in the rural areas, it says.
It also seeks reservation in MIDC plots for the backward classes.

The BSP government has gone hi-tech with the launch of a video campaign to popularise the pro-Dalit schemes it has implemented in the last four years.
The videos will be telecast in all electronic news channels as advertisements. Besides, it will be screened in villages as small film by the Publicity Division of the state government.
"The state government had launched the campaign in select electronic channels and the response has been very good," Principal Secretary (Information) Prashant Trivedi told 'The Pioneer' on Thursday.
The five minute 25 second film focuses on pro-Dalit schemes that the BSP government has launched. In the film, Chief Minister Mayawati is shown in different moods. Dressed in long coat, she is seen discussing policies in the sprawling lawns of 5, Kalidas Marg, the official residence of the Chief Minister, with officers listening to her in rapt attention.
The short film starts with a clip showing Mayawati taking oath as Chief Minister and pans the statues of Dalit icons like Shahuji Maharaj, Kanshiram and Naraina Guru that have been installed in the state capital. The narrator talks about the Dalit pride this government has instilled by launching various schemes in education and housing sectors on the name of Dalit ideologues.
The film focuses on Uttar Pradesh Mukhya Mantri Aarthk Madad Yojana, Savitri Bai Phule Balika Shiksha Madad Yojana and Mahamaya Garib Balika Aashirwavd Yojana.
"This campaign was launched on May 13, 2011 on completion of four years of Mayawati's government. To start with, it was launched in a few Hindi news channels. It will now be launched in English channels after translation of the script," Trivedi said.
The campaign costs the state government Rs 400 per 10 sec of telecast. Sources in the government said that after this, the film would be shown in villages by the Publicity Division of the state's Information Department.
