RAIPUR: At least 70 CRPF personnel were killed in an attack by Naxalites in Dantewada district of Chhattisgarh early on Tuesday.
The attack took place when a CRPF patrol party was returning from a road opening duty in the naxalite-infested Mukrana forest in the district between 6 to 7 am. "We have rushed helicopters to evacuate the casualties," Chhattisgarh Director General of Police Viswa Ranjan told PTI.

"Many are still missing and probably not alive. Their relatives are running from pillar to post without getting any information and are contacting us," Banerjee, the railway minister, who visited the spot again this evening and talked to affected people, told reporters.She claimed many bodies were still lying under the debris and added, "I did not find the fire brigade or corporation workers." She said that if necessary locals who had joined the rescue operation on March 23 when the fire broke out would take up the task in the absence of fire brigade personnel and corporation employees. Railway sources said that on the day of the blaze a fire tender was sent by the Metro Railway and the Eastern and South Eastern Railways sent extinguishers. |

"Not a single state committee, central committee or polit bureau member were killed or injured in the encounter with joint forces in Lalgarh on March 24," the Maoists said in a fax.
"On March 24, police attacked innocent people in villages at Lakhanpur, Salboni, Goaltore and Lalgarh area. Innocent people were killed in the incident, but not a single state committee, central committee or polit bureau member was killed or injured," the fax sent by the Orissa state committee of Maoists said.
The police and the government were trying to project that Kishenji was killed in the March 24 encounter at Hatiloth forest, it claimed.
"By doing so they want to demoralise the people, but they cannot stop the people's movement," it said.
"The overall incidence of fraud is rising in corporate India in the last two years," the KPMG Fraud Survey Report 2010 said.
Survey responses, specifically from the financial services and consumer markets industry segments, see a higher level of fraudulent activities within their industry.
The survey indicates 'procurement' and 'sales and distribution' as the most vulnerable areas across industries susceptible to fraud risk.
"The need of the hour is for organisations to realise the importance of putting effective internal control mechanisms in place, so as to manage risks," KPMG Forensic Head, Deepankar Sanwalka, said.
"Accountability is no longer restricted to a company as a whole but also streams down to each and every individual. It has become imperative for companies to be vigilant and aware and not just act when fraudulent situations arise," he said.
financial statement fraud emerges as a major issue for investors. An overwhelming 81 per cent of the respondents of the survey perceive financial statement fraud as a major issue in India.
Ineffective whistle-blowing systems, inadequate oversight of senior management activities by the audit committee and weak regulatory oversight mechanisms are the reasons for the growing worries as well as the increase in the number of frauds that one can see in the industry today, the report said.
"Managing the risk of fraud is essentially no different to managing any other type of business risk. All that it requires is resilience to combat that fraud," KPMG Forensic Executive Director, Rohit Mahajan, said.
Bribery and corruption have come to be viewed as an inevitable aspect of doing business in India by many Indian companies, the report said.
Almost 38 per cent of the respondents believe that bribery is an integral feature of industry practises and is most rampant in seeking routine regulatory approvals and to win new business from prospective clients, it revealed.
According to 53 per cent of the respondent companies, e-commerce and computer-related fraud will be a source of major concern in the coming years with supply-chain fraud, a close second followed by bribery and corruption and intellectual property fraud, the report said.
However, whatever be the type of fraud, 75 per cent of the respondents indicate that, except intellectual property (IP) fraud, fraudulent activities were perpetrated by employees, reaffirming that the enemy within poses the highest risk, it said.
The incident took place on Tuesday morning when a team of CRPF personnel belonging to the 62 battalion went to Tadmetla following a tip off about the movement of rebels in the Mukrana forests. As the team was engaged in an encounter with the rebels, another CRPF team, comprising of about 81 personnel, rushed to the spot and they fell prey to the Maoist attack on their way.
Dantewada district superintendent of police Ambareesh Mishra said 75 personnel, including one of the district police, were the dead. "The rebels' triggered blasts from all directions and later opened indiscriminate firing", he added. Four helicopters have been pressed into service and all the injured were airlifted to the hospital at Jagdalpur, divisional headquarters of Bastar.
He said an intensive search operation was being carried out to rescue security personnel, who might have escaped into the forests after the rebels attacked them.
Additional Director General of Police and spokesman Rajinder Kumar Vij told the Indian Express that CRPF deputy commandant, an assistant Commandant and state police head constable, who accompanied them, were among the dead. Bodies are being brought to Bastar district headquarters. "The exact sequence of events will be known only from the statements of the injured", he added.
However, a senior police officer told The Indian Express "It seems that the security personnel just walked into a trap. A large number of Maoists were apparently hiding in the bunkers built atop of the nearby hillocks. Being at a height, the rebels were at an advantageous position and they ambushed the security personnel from all sides."
He said the Para-military forces deployed in the Naxalite areas of Bastar have been briefed time and again about the Maoist strategy for ambush and it has been advised to them to first cover such positions before advancing further. "Unfortunately, something went wrong and they virtually walked into the trap and resulting in heavy casualty", he claimed.
Another top police official, who requested not to be quoted, said the CRPF men had apparently flouted the standard operational procedure (SOP) and guerilla warfare guidelines that vehicles should not be used while moving into a location where there was a risk of a landmine attack. "Security personnel are supposed to trek area only by foot", he added.
However, an official said the security personnel often prefer to mount a vehicle as they get exhausted very fast following excessive sweating due to high humid climatic conditions in Bastar region.
State Home Minister Nankiram Kanwar told the Indian Express "There has been a major lapse. We need to further tighten our coordination between state police and para-military force besides strengthening our intelligence network to deal with the growing Maoist menace". He admitted that there has been failure at all levels, including in intelligence.
Meanwhile, state other sources pointed out that the Para-military forces were on an "area domination mission" in the area for the last three days following inputs about the movement of separate Naxalite groups comprising of about 150 people each in the forests.
However, nothing unusual could be noticed during this area domination. However, the rebels were hiding on hillocks and they laid a trap by engaging a small group of security personnel in an encounter, forcing another team to rush to the spot through a road passing close through these hillocks.
On March 18, 2007, Maoists rebels had carried out a similar massacre at Ranibodli police camp, killing 55 policemen, including Special Police Officers (SPOs) while the rebels had attacked another police party in Rajnandgaon district and killed 32 personnel, including a district superintendent of Police Vinod Kumar Choubey in July last year.
During the Ranibodli attack in 2007, the rebels came in troops and cordoned off a police camp after midnight and rained arrows fitted with grenades, without giving an opportunity to the security forces to retaliate. Similarly in Rajnandgaon, the rebels lined up on both sides of the road and ambushed the security personnel.
Even as CRPF's Special DG Vijay Raman, who is coordinating the anti-naxalite operations in seven states, rushed to the spot, Chief Minister Raman Singh convened a high level meeting of civil and police officials in the Mantralaya to review the ongoing anti-naxalite operations and the situation arising out of today's Naxalite attack.
Before the meeting, which reviewed the strategies to be adopted to further mobilize the forces to take on the Maoist rebels who have apparently regrouped in Bastar region after a brief spell, Singh condemned the Maoist guerilla attack describing it as an act of 'cowardice". He affirmed that the anti-naxalite operations will continue in the state till the Maoists returned to the political mainstream.
Police sources said an alert has been sounded in all the Naxalite areas, bordering Andhra Pradesh, Maharashtra, Orissa, Madhya Pradesh and Sarguja region neighbouring Jharkhand, in order to check the cross border movement of rebels. Besides, security forces moving in entire Bastar has been advised to remain alert as the rebels could target them in similar guerilla attacks.
Opposition Congress blamed the state government for having failed to put a proper strategy in place for the anti-naxalite operations. Senior Congress leader and former Home Minister Nandkumar Patel said such large casualty of security forces during the operation was a clear indication of the overall failure in strategies to deal with the Maoist menace.
Considered as a Maoist hotspot, a major portion of Dantewada in South Bastar falls under the so-called liberated zone of Dandakaranya , where there was no physical presence of civil administration in the area and Maoists run a parallel government there. However, the state government calls this region as an area 'dominated' by the Maoists. During the ongoing operation 'Green hunt', the security forces have entered many places in the so-called liberated zone, including in the Abujmarh hills, spread over in an area of more than 3500 square kilometers.

The offensive specifically targets top Maoist leaders, a senior interior ministry official told the BBC.
"The offensive has started. The federal government is trying to co-ordinate it but not take command of it," he said.
The government says the five states where the offensive is taking place are the worst affected by Maoist violence.
Home Minister P Chidambaram is personally co-ordinating the operation in West Bengal, Jharkhand, Orissa, Chhattisgarh and Maharashtra.
"The purpose of this operation is not to engage in gun-battles but to re-assert the authority of civil-administration in areas dominated by the Maoists," Mr Chidambaram said on Friday.

Kolkata: Trinamool Congress chief Mamata Banerjee today dubbed as "not enough" the Union home minister P Chidambaram's criticism of West Bengal government's alleged inadequacy on the law and order front.

"He has not said enough. He should have said more," Banerjee told newsmen here before leaving for Delhi.
Claiming that law and order in the state had completely broken down, the railway minister alleged that alongside the anti-Maoist 'Operation Green Hunt' the CPI(M) had unleashed an'Operation Red Hunt' by attacking her party workers with the police and the administration.
"The Maoists cannot be eradicated. They and the Marxists are the two sides of the same coin," she alleged.
Reiterating her party's demand for President's rule in the state under Article 356, she said, "During my earlier interactions with Chidambaramji, I got the impression that he has enough evidence to put the state under President's rule 10 times over."
Chidambaram, who visited naxal-infested Lalgarh in West Bengal today to review the situation there, told reporters that the buck stops at the chief minister's table and he should take "stern measures" so that law and order is maintained in the state.
The Union home minister also said he carried a "mixed impression" about state government's role in the anti-Naxal
operations and there were "good and weak points".

Intellectuals come to rescue, ask Mamata, Suman to patch up

With Trinamool Congress chief Mamata Banerjee at loggerheads with her own party parliamentarian, Kabir Suman, the intellectuals have once again come to the forefront to mediate between the warring parties.
A section of intellectuals, including noted writer Mahasweta Devi, have written a letter to Mamata Banerjee to iron out the differences with her MP. "We have sent a letter to Mamata Banerjee on Sunday. We have appealed to both of them to come to a common platform and solve their differences," said Sunanda Sanyal, educationist, who is among those who wrote the letter. "We have asked Suman not to tender his resignation for the sake of mass movement and democracy. We have also asked Mamata Banerjee to consider the same," added Sanyal.
Suman had recently sent a text message to Banerjee, party's chief whip in the Lok sabha Sudip Bandopadhyay and Leader of the Opposition in state Assembly Partho Chatterjee, expressing his desire to resign from all party posts and the Lok Sabha. The Jadavpur parliamentarian, however, postponed his resignation after requests from Mahasweta Devi.

The department has been probing more than 6,300 frozen demat accounts, which had Rs 6,700 crore of unclaimed stocks.
Some claims on these accounts have been found to be genuine by the Income Tax (I-T) department. They will be recommended for de-freezing to the two depositories—National Securities Depository Ltd (NSDL) and Central Securities Depository Services Ltd (CDSL)-- who froze them in January 2007, after legal formalities, official sources said.
Sources said the number of such accounts could be 100 as the exact amount of money in these accounts is being ascertained.
A number of such accounts were lying idle since 2007 but the I-T department had of late received claims by individuals of these accounts, they said.
During its probe, the I-T department had found monetary links of these frozen demat accounts to various other bank accounts and investment avenues like share markets.
The department is checking the veracity of the account holders as it suspects certain 'benami' accounts also.
The department is investigating into 6,385 frozen demat accounts, which had balances in excess of Rs 10 lakh as on December 2008.
Demat accounts are required for trading in the stock exchanges. Without a demat account no trading can be done.
The I-T department earlier had asked its Chief Commissioners of Income Tax (CCITs) to serve notices to all the account holders and report unclaimed accounts so that such accounts can be seized.
The respective I-T Commissioners are now preparing 'detailed reports' on the transactions of these accounts.
The I-T authorities with the help of the unique PAN had also tracked down a number of shareholders of these accounts.
In certain cases it was found that the account holder had died and some had changed addresses without informing the assessing officers of the department.
The probe earlier had found thousands of investors were receiving money in the form of allotment of shares in IPOs.
These accounts were frozen by NSDL and CSDL, on January 1, 2007, after investors failed to comply with the government's directive to furnish details of their Permanent Account Number while transacting in the financial markets.
After the 2006 IPO scam, stock market regulator SEBI had made it mandatory for depository participants, and later investors, to quote PAN for operating demat accounts.
Naxals ambush CRPF team, 75 killed
Raipur: Naxals launched a major offensive against police personnel in an ambush in Dantewada district in the state of Chhattisgarh on Tuesday morning.
The offensive has left at least 75 security personnel dead so far.
The 120-men strong CRPF team was ambushed by heavily armed Naxals between 6 AM and 7 AM. The ambush took place between Chintalnar and Tademetla in Sukma block of Dantewada district when the security personnel were on the way to Tademetla in a vehicle.
The Naxals first triggered a landmine blast and the moment the vehicle stopped, the rebels ambushed the CRPF team from a hill top in the worst attack against the security forces. The dead included 72 CRPF personnel from the 62nd battalion and one Chhattisgarh state police officer.

"The total casualty is 73 and about 12 CRPF personnel have been injured," said CRPF DIG (Anti-Naxal operations) SRP Kalluri.
Chhattisgarh Police spokesperson RK VIJ said that reinforcement has reached the ambush site and recovered 40 bodies.
"The CRPF party was out for last three days. The Naxalites attacked today morning between 6 AM and 7 AM. The reinforcements have reached. We are trying to evacuate the injured through helicopters. The security forces party was more than 80. We have collected 40 bodies till now," said VIJ.
However, senior Chhattisgarh Police officials and sources in Ministry of Home Affairs feared that the death toll could rise. CRPF Director General Raman Srivastava will be leaving for Dantewada and said that he would be able to give the details only after reaching the area.
A gunbattle is going on at Jagargunda in Chintalnar block of Dantewada district between hundreds of armed Naxals and about 100 CRPF personnel.
"We are trying to send reinforcement forces to the spot. The forces are facing difficulty as the area has been blocked by the Naxals. Naxals had built bunkers on the hill top and CRPF personnel were not aware of the bunkers. The attack was preplanned. They first attacked the CRPF mobile van and followed it up by firing on the team," said Chhattisgarh Director General of Police Vishwa Ranjan.
Union Home Minister P Chidambaram said that more forces have been sent to the area to take on the Naxals.
"The Government of Chhattisgarh and the CRPF had together planned this operation. They have mobilised both the state forces and CRPF. But, something has gone wrong. They seem to have walked into a camp or a trap set up by the Naxalites. The casualties are quite high and I am deeply shocked. I am sorry for those who have lost their lives. This shows the savage nature of the CPI(Maoist) and the brutality and the savagery they are capable of. Senior officers are going to that area. We will await more reports from them," said Union Home Minister P Chidambaram.
A contingent of CRPF personnel from West Bengal has already been mobilised and ordered to move to Dantewada,
The CRPF team was going to Sukma where a gunbattle had been taking place between security forces and Naxals since Monday evening when it was attacked.
One CRPF personnel had already been killed and another injured in the gunbattle on Monday.

Maoist rebels have killed at least 72 Indian soldiers in a series of attacks on security convoys in the central state of Chhattisgarh, officials say.
Troops were on patrol in dense jungle in a remote part of Dantewada district when rebels opened fire on them and set off explosives, police say.
Rescue teams were also ambushed. Police say fighting is continuing.
It is the biggest loss of life security forces have suffered since launching a recent offensive against the rebels.
Nearly 50,000 federal paramilitary troops and tens of thousands of policemen are taking part in the operation in several states.
Thousands of people have died during the rebels' 20-year fight for communist rule in large swathes of rural India, known as the "red corridor".

Police say the rebels initially attacked a convoy of the paramilitary Central Reserve Police Force (CRPF) in the Talmetla area.
However, India's Home Minister P Chidambaram said it appeared that the forces had "walked" into a rebel ambush.
"Something has gone very wrong. They seem to have walked into a trap set by the [Maoists] and casualties are quite high," he said.
RK Vij, a spokesman for the CRPF, told the BBC that 67 bodies of security personnel had been recovered from the site of the fighting.
"The injured troops have been evacuated by helicopter. More reinforcements have been sent," Mr Vij said.
The rebels also attacked troops sent to rescue their colleagues, police said.
"Fighting is still carrying on in the area, and we're having great difficulty getting news from there," police official Ashok Dwivedi told the Reuters news agency from Chhattisgarh state capital, Raipur.
The BBC's Sanjoy Majumder in Delhi says Chhattisgarh is a major stronghold of the Maoists who control large swathes of territory in central and eastern India.

The latest attacks come two days after rebels killed at least 10 policemen and injured 10 more in a landmine attack on a police bus in the eastern state of Orissa.
The rebels say they will step up attacks unless the government halts its offensive against them.
Mr Chidambaram has said troops will intensify the offensive if the rebels do not renounce violence and enter peace talks.
The Maoists want four senior leaders freed from jail and the offensive halted before any talks.
Prime Minister Manmohan Singh has described the Maoist insurgency as India's "greatest internal security challenge".
The Maoists say they are fighting for the rights of the rural poor who they say have been neglected by governments for decades.
26/03/2010 National New DelhiNew Delhi, Mar 26 (ANI): At least five civilians and four security personnel were killed in as many as 32 violent incidents carried out by the Maoists during the 48 hour-long shutdown call given by them on March 22 and 23. The Maoists had called for the two days shutdown in Bihar, Jharkhand, Chhattisgarh, Maharashtra, West Bengal and Orissa. According to Union Home Ministry, the Maoists killed two civilians in Bihar and one each in Chhattisgarh, Jharkhand, and West Bengal during the 48 hours. Nine civilians were injured in Bihar, while one in Orissa due to the violent activities. Three special forces personnel in Orissa and another personnel in Jharkhand lost life while fighting the red ultras. While, six security personnel each were injured in Bihar and Orissa and one in Chhattisgarh. Out of the 32 incidents, Orissa topped the list, where the Maoists indulged in at least nine violent incidents, followed by Jharkhand with seven violent incidents. Maoists carried out six violent incidents in Bihar, while four were reported from Chhattisgarh. Three incidents each were reported from West Bengal and Maharashtra. The Maoists also damaged/sabotaged at least 20 public properties in these six states. In Orissa, Maoists damaged /sabotaged six public properties, while in Jharkhand and Bihar they sabotages five and four properties respectively. Two incidents each of sabotage/damage of public property were reported from Chhattisgarh and West Bengal. Maoists also damaged a public property in Maharashtra. Terming naxalism as a "graver problem" than jihadi terrorism, home minister P Chidambaram vowed to effectively tackle the threat from Maoists, who have declared a war against the Indian state, before the term of the government ends.
Chidambaram said the goal of the Maoists was armed liberation struggle and the sole purpose was to seize power.
Referring to the offer of talks made by the government to the Maoists recently, he asked, "Why aren't the Maoists making a simple statement that we abjure violence?"
He said in such a situation, it was the legitimate right of the government to use as much force necessary to regain the areas and hoped that once the government regains control in two to three years, it would usher in development.
"We are confident that before the term of UPA II ends, we will get rid of naxals and will have considerably strengthened our security to face any threat," he said addressing a conclave here.
Chidambaram described naxalism as a "graver problem" than that of jihadi terrorism and pointed out that they have presence in 200 districts of the country and virtually control 34.
"They (Maoists) have declared a war on the Indian state...They are anti-development. They do not want the poor to be emancipated or become economically free," Chidambaram said, adding civil right groups naively think that naxalites are pro-poor.
With the serious threat of jihadi terrorism centred around Pakistan and Afghanistan and also affecting Bangladesh, Sri Lanka and the Maldives, Chidambaram said South Asia is, therefore, duty bound to work together to end the menace.
The home minister referred to the "splendid cooperation" from Bangladesh in tackling militancy after Sheikh Hasina's government came to power but expressed concern over recent developments in Nepal where, he said, there was "sprouting of anti-India activity."

Orissa CM assures bauxite for Vedanta's refinery

Bhubaneswar: Unable to extract bauxite from Niyamgiri hills for Vedanta's refinery due to stiff opposition from tribals, the Orissa government has assured the company not to worry over the raw material."He (Naveen) has promised and said we are sitting on world's fourth largest bauxite reserve. Bauxite should not be a problem," Vedanta Chairman Anil Agarwal said after meeting the Orissa chief minister last night.
Agarwal told Patnaik that Vedanta's refinery at Lanjigarh in Kalahandi had started production and the company had been importing bauxite from other places to run the plant.
"We are waiting for bauxite from the mother state and importing it from outisde," he said seeking state government's support to start exploration of bauxite at Niyamgiri hills.
Quoting the chief minister, Agarwal said: "We will provide all bauxite for your refinery. And the process is on".
During his discussion with Patnaik, the company chief also pointed out that Vedanta had already invested Rs39,000 crore in the state and provided employment to about two lakh people, both direct and indirect.
Though the Supreme Court had already cleared hurdles before mining activities at Niyamgiri, the joint venture company, comprising the state owned Orissa Mining Corporation (OMC) and Vedanta's subsidiary Sterlite, failed to start exploration due to opposition from the tribal community.

Addressing the last session of the 1st day of the 22nd National Convention held at Agra, Mr. Waman Meshram says that the subject designed for this session is very important in view of Nationwide Movement. The citizenship Amendment Act. 2003 alternatively as long as this Act remains applicable which has deprived the migratory Bengalis from their rights for citizenship, their problem could not be/would not be sorted out and solved until and unless it is seen to combine with the movement of our great dignitaries and personalities of Bengolies and linking it with the prospective to revive it in the form shape thereof as the Nationwide Movement. These two enter-linked subjects have been designed to discuss and debate there on.
The subject is extremely serious. We will have to go in deep about the events surrounded this matter. It is historical fact that in 1946 the elections of assemblies were being conducted. Gandhi and Congress both were not in favor that Baba Saheb should have an opportunity to represent on behalf of the untouchables of India and even widely declared that not only door even windows were closed for his entry into the constituent Assembly. In Maharastra at was difficult for Baba Saheb to stand and be elected to the constituent Assembly. In such hard situation then prevalent, Mr. Jogendra Nath Mandal assured Baba Sahab to make him elected to the constituent Assembly. Though Mr. Jogendra Nath Mandal was the candidate yet he sacrificed his interest and managed to have elected Baba Saheb to the constituent assembly even in spite of the fact that the Bengal Region was populated in majority by Muslims who were politically in rule these prevailing there circumstances were tangible. Mr. Jogendra Nath Mandal who represented Khulna, Jassor, Borisal and Faridpur and by other colleges as there was 70% population of our people of Mulnivasies, made the base for Babasaheb to be elected and succeeded in his efforts. Hopes of Gandhi and his congress shattered. Babasaheb was made to represent us in the constituent Assembly. This was due to the conscious efforts and foresightedness of Mr. Jogendra Nath Mandal.
Imaginatively many facts emerged out of the circle of events. Had Babasaheb been not managed to have been elected to constituent assembly, he would have not been recognised as the representative of the oppressed and exploited communities. It was a crusade against our enemies Gandhi and congress. Congress under compulsion had to compromise with Babasaheb. It could be sensed an extremely situation. Hopes of Babasaheb could have crumbled, would have no opportunity to represent us and offered the chairmanship to construct the constitution of India. It is justly presumed that played a significant role to strengthen us legally and constitutionally. It would not be exaggeration to say that we the Mulnivasi of the country have been saved from the social slavery by our Bengali Brothers.
Situation so prevailed in the past was the pre thought conspiracy to commit genocide. No we are in a position to stand and struggle for constitutional rights we all Mulnivasies need compulsorily and constitutionally to realize the sense of unity in disparity.
It is this quite understandable that our respected leader Mr. Jogendra Nath Mandal served the humanity played extremely important role faced the tactful conspiracy of Gandhi Nehru and Rajendra Prasad who were deeply shocked. So these congress people gave the East Bengal, where 70% population was of our people, in Partition of India. It was the then law of the British Parliament that the division of India would be made on the basis of population. The basis of division of India was the majority of Muslims and non-Muslims. The basis was percentage formula, surprisingly the East Bengal was having the 70% population of Mulnivasi, was parted with to form the East Pakistan. This was retaliations. Our migratory 3 crores Bengali had become and have been still becoming the victim of the discrimination of the Brahaminical click, who in retaliation agreed to hand over the abundantly inhabited area of the East Bengal to Muslim, where they were in minority. Thus the East Pakistan created and our brothers migrated from the East Bengal had become the victim of atrocities.
Now the time has come to think over our problem especially the migratory Bengali who were never allowed to settled in the West Bengal after the partitions by the Brahaminically dominated Government there. This was due to the fact that had they been allowed to resettle in the West Bengal areas there would have emerged political establishment there. The three crores migrated Bengali would have emerged a political force menace to the communist Brahaminical Government. These migratory Bengali brothers were compelled to settle in other parts and places of the country. Where they have been living in the precarious condition without having the constitutional rights, specially the right to citizenship scattered and spread our Bangali brothers have been facing the of starvation and recination contrarily non-Muslim who migrated from West Pakistan-Punjab Sindh and other parts thereof, were resettled loans and places were provided to them who are more prosperous in comparison to the migratory Bengali brothers. Even the properties left by these people had non-been exchanged and transferred till today these migratory Bengali Brothers have been living in the poor condition in the West Bangal and even other states of the country. This was due to reason that our great leaders of Bengal managed to send by election Bababaheb to the constituent assembly of the country where the proved the heavy weight to others representatives of the Congress. Babasaheb could control the Constituent Assembly due to his deep knowledge and wisdom.
Further Mr. Meshram gave an example saying that one of our representative from Maharashtra state Barrister Jaykar was asked to speak on the objection Regulation placed by Mr. Neheru in the Parliament. Barrister Jayakar was discouraged created hue and cry and ridiculed by raising loud voice and beating the tables. Barrister Jayakar was so disgusted and depressed and he resigned from the membership of the constituent Assembly and there after he never turned to participate in the proceedings. Congress also pre-planned to discourage Babasaheb by displaying the unprecedented behavior as done with Barrister Jayakar.
Babasaheb surprised to note to provide the early opportunity to speak, nevertheless being unprepared Babasaheb delivered his speech in the Parliament as requested by Dr. Rajendra Prasad. Babasaheb was so impressive and to the point that it was appreciated with beating to tables. The cassette of this speech is available in record. This speech was informative and valuable. Babasaheb being the chairman of the Drafting Committee of the constitution faced situation individually with the courage and devotion. The provisions inserted in the frame-work constitute by Babasaheb was document. It was rather a "Constitutional Revolution. He successfully drafted the constitutional provision and did away with the supremacy of the Brahaminical rule.
Broadly speaking the supremacy in the constituent Assembly of Babasaheb who drafted the constitution, was his prime role. Socio-academic scenario changed, awareness among us spread. Our people had and have the opportunities for all round development. Forest flourished by virtue of our labor and wisdom. Citizenship conferred upon us. Brahamin click was perplexed and remained persistently perturbed. This conspired act of all Brahimin clicks- of Congress-BJP and Communists brought this black act, specifically to deprived the migratory Bengali mulnivasi from their rights of citizenship. Plans were conspired to desert, destabilize and destroy them. Support of media was taken detrimentally. It was started to say and publish that the migratory Bengali are intruder traitor and the danger to the people of India. How it could be said. The Brahaminical click was not to accept them as the Indian personnel due to the political reasons. Their huge assembly in India would have jeopardized their means of living, their existence and identity. In the given circumstance then prevalent, it can conveniently be taken note thereof that disunited migratory Bengali become so desperate that they could hardly raise their voice against their miseries. Stranded this class of destitute Bengali was thrown on the mercy of the Govt. machinery controlled and run by at the state of West Bengal and at Centre the citizenship amendment act was passed so cleverly and cautiously that even today most of us are not aware about its pros and cons. In fact Babasaheb had to be nominated as the Chairman of the Drafting Committee as a result of condition imposed by the British Rulers in India. It was done so under compulsion and compromise. Babasaheb was exclusively a great problem for Gandhi, Congress and its leaders. Whatever Babasaheb had done by drafting the constitution, left a significant reflection. This is for our information and understanding, Babasaheb was the architect. Provisions inserted in the constitution are master pieces which could be termed as a constitutional Revolution, rule of Brahaminical tradition and socio-religious sanction made to merge in duets.
Babasaheb being the chairman of the Drafting Committee and nominee of the oppressed people was a great danger to the Congress. Our people of the undivided Bengal elected Babasaheb to represent in the Constituent Assembly of India. The irritated Congress click divided the Bengal into two parts East Bengal and West Bengal. East Bengal was given to Pakistan though it was deeply populated by SC ST and OBC. The division was against the policy whereby it was provisioned that only those areas of Bengal inhabited by 70% of the untouchable and touchable oppressed communities would be handed over to India. But due to the part was played by Brahamins and tactfully agreed to partition like this as they knew that their supremacy was at stake and danger to their existence. The partition of the Bengal posed multiple problems to our people who became refugee. No shelter was provided, compelled to settle in forest and remote areas and forced to settle in other states so that they may not have the opportunity to live together.
It was sensed by the communist Brahamins to deprive the migratory Bengalis from their right to citizenship and hence these Brahaminical click of CPM, Congress and BJP came together and the citizenship amendment Act 2003 was in acted. All migratory Bangalis mostly Non-Muslim were declared publicly as intruder and traitor. Had these migratory become Muslim, why they would apply their surname as Biswas, Malik, Sarkar and Mandal. This reflects they are not Muslims the matter is not of the Muslim intruder. It is the matter of migratory SC, ST and other like backward classes.
Mr. Meshram further states. I deeply studied the matter explore and analyze the situation problems of our Bengali migratory brothers. I chalked out the special plan to cope with our brother's problems so computationally created by Brahaminical forces. The counter plan made to make aware our Bengali Brothers about their hidden problems and it was divulged that BAMCEF to is their organization for their safety and cause. This was done to mingle with us. We are also brothers and stand in support and for their safety. Brahaminical click knew the matter hidden behind the act, our people are not aware that the matter is serious for our maintained and existence.
Under phases of the counter plan a conference on 18 and 19 Sept., 2005 on national level was managed to hold at Nagpur to highlight the pros and cons of the Act. But the Govt. of India always have the capacity to sense the public protest due to the political reasons and from the intelligent machinery. The Act is still in existence. Only its implementation has been restrected. But our problem is to abrogate the Act in to. Our Bengali brothers should appropriately know their problem is our problem and the same persists. A tight vegil there on is always required. So to keep matter alive. I know the character of the enemy who will never sit silent. Like wise we should also active and alert owing to this reason this subject was made for the wide and comprehensive discussions.
We all should understand that so long as Act is in existence, our calamity will remain in existence. Our people may the made victim every now and then due to this Act as the Govt. machinery has the force to apply on us. Action under Act now stands still but our Bangali brothers have been not conferred the right to citizenship till now. UNO has the law there about that not a single man can live without the right of citizenship right. I was apprised of by Justice Sawant there about. It follows that citizenship is the birth right and cannot be snatched away. It is the matter of the human right none could be deprived to exercise it. The constitution has also provided safeguards therefore our Bengali brothers who have reported their presence in this convention should not understand, that their problem stand wiped out due to the brake on the implementation of Act. Our enemy may have the alternative strategy for this application we will have our own strategy to cope with the problem. The strategy is that we will have to link our action plan and strategy with the movement launched by Great Peoples of the Bengal. Specifically Guru Chand Gauri Chand launched the movement for this cause and purpose which was followed by Mr. Jogendra Nath Mandal. This movement should be revived linking it with this nation wide movement.

Likewise the present Chief Minister of the state of West Bengal is Buddha Dev Bhattacharya. These both are refugees migrated from the East Pakistan! Contrarely our Bengali Mulnivasi brothers are made to chide dust, brought in the vicinity of starvation and renunation. The grave loss could be anticipated that our migrated Bengali being our kith and kens compelled to remain aloof and distinct from their brothers living in the country. This fact needs the wide publicity and propaganda.
Further I will also tell something more in this context. When I toured to the West Bengal, I met some SC's, ST's and OBC migrated persons who told me they are Hindus. I told them that those who have made laws, do not recognize you as Hindu, you are simply refugees and hence you have no right to be called the citizens of India. Brahamin click of CPM, Congress and BJP who conspired and enacted the Citizenship Amendment Act 2003 which passed during the NDA regime. Brahmin is Brahmin first whether it is Congress BJP or CPM. It means that their identity and interest are of the prime phenomenon. In the Durban conference on the creamy layer discussion all the Brahmin participants irrespective of their parties united. Brahmin is a Brahmin. He is neither Communist nor Socialist, Gandhivadi, Sanatani or Progressive. Indians on death row: Appeal likely on Wednesday
"We have engaged Mhd Salman as the lawyer for these Indians. And an appeal is likely to be filed tomorrow in the case," officials said.
Seventeen Indians were sentenced to death on March 29 by a Sharjah shariah court for allegedly killing a Pakistani and injuring three others in an attack last year.
There is a deadline of two weeks after the pronouncement of judgement within which an appeal has be filed, officials said.
The UAE government has already made it clear that its legal system guarantees a fair trial and the death sentence is subject to appeal and annulment by the rule of law without any interference from the parties concerned.
"We fully trust our legal system and its procedures and we are sure that it will provide and guarantee a fair trial to the convicted," the UAE embassy in New Delhi had said in a statement yesterday.
Terming as "very unfortunate" the death sentence given to 17 Indians, government has assured all possible help, including legal assistance to them.

New Delhi India and Pakistan will hold massive army exercises along their border this month involving more than 45,000 troops from each side, besides validating their battle concepts and showcasing latest weapons and technology.
While India will hold a month-long war game in the Rajasthan desert involving the Mathura-based elite 1 Corps from mid April, Pakistan will launch a similar size exercise beginning next week near its border with India.
The Indian exercise codenamed 'Yodha Shakti' will validate 'Cold Start' war doctrine that revolves around a swift attack to inflict maximum damage to the enemy. The exercise will involve mechanized infantry troops and tanks, besides fighters and helicopters from the Air Force.
While the timing of the two exercises has generated curiousity, experts say this is a common phenomenon and both sides usually hold war games around this time. Advance information on the planned exercises is also exchanged between the countries. The Indian Army will field its T-72 and T-90 tanks, besides infantry combat vehicles and anti-tank equipment.
Agency reports from Pakistan say the country will launch its 'biggest manoeuvres in 20 years next week' along the Indian border. The exercise, codenamed, Azm-e-Nau 3, will invlove nearly 50,000 troops. It will begin on April 10 and will last for almost a month.
Reports quoting Major General Muzamil Hussain, DG, Army Training say the exercises will be focused only on conventional war on the eastern border.
1st new airbase in Rajasthan operational
New Delhi: India will operationalise its latest airbase at Phalodi in Rajasthan on Tuesday, bridging a crucial gap in air defence in the western sector. This is the first of the two new airbases coming up in the region that will give the Air Force more flexibility to deploy its resources.
The Phalodi airbase, which will have both day and night capabilities and will accommodate all kinds of operations, will be inaugurated by the Chief of the Air Staff, Air Chief Marshal P V Naik. ENS

Calcutta, April 5: P. Chidambaram and Buddhadeb Bhattacharjee are now locked in a trans-Atlantic brawl: Your American cliché versus My British cliché.
"Mind your language," the chief minister today advised the Union home minister who had yesterday repeatedly reminded Bhattacharjee that "the buck stops at his table".
The chief minister, who was addressing a media conference on the events to celebrate the 150th birth anniversary of Rabindranath Tagore, was initially reluctant to react to Chidambaram's comments. "After Rabindranath, please don't ask me to speak on this. Please don't ask me to stoop so low. What a fall! That's what I will be forced to do if I say anything on this."
But once Bhattacharjee got started, the issue took on a life of its own.
Asked whether he would say "Language, please" to Chidambaram, the chief minister dipped into his quiver and came up with an arrow popularised by a British television comedy. "I will say, 'Mind your language'," Bhattacharjee said (see chart). "I know that the responsibility for maintaining law and order is mine."
He added: " But the language is not good. It's slang. There's no doubt about it. Such language is not generally used by politicians. Generally, you will never find such words in politicians' speeches. It's unusual."
The chief minister is on a sticky wicket on two counts. The Oxford Advanced Learner's Dictionary does not classify "buck" as a slang but describes it as informal. At most, "the buck stops here" can be termed colloquial. The parent coinage — "passing the buck", from which "the buck stops here" originated — was once considered a slang, but both phrases are now regularly used in the mainstream media.
Contrary to what the chief minister said, politicians do use the phrase in speeches. President Barack Obama, the epitome of political correctness whom Bhattacharjee is unlikely to consider ungentlemanly, had said "the buck stops with me" in an address from the White House as recently as January 7. President Harry S. Truman had also placed a sign bearing the phrase on his office table.
The chief minister's reservations appeared also to stem from the phrase's association with poker (a card game), something which many families still frown upon.
"Do you know what poker is? Are you aware of it?" Bhattacharjee asked.
The chief minister may have been referring to "pass the buck", which originated from the game of poker. The Telegraph, quoting a dictionary, had published today the history of the phrase that means shifting responsibility to someone else.
Asked whether it was in bad taste to use such language, Bhattacharjee said: "I won't say it's in bad taste. But politicians generally don't use it."
On law and order in the state, Bhattacharjee said: "I told him that I know my responsibilities. But the Opposition should behave properly.... He mentioned some areas and stated his position. I also mentioned some pockets where there were problems and gave my assessment on the difficulties we faced."
But the chief minister did not let the dust settle on the language debate. "I have to do my work. There are some who like to play with words. I don't accept the statements he made to the press," Bhattacharjee said. "Let him discharge his own responsibilities. I will discharge my responsibility."
The chief minister did not smell any ideological slant but CPM state secretariat member Mohammad Salim spotted evidence of Chidambaram's "pro-US positions". "He borrowed the American expression perhaps because of his affinity with American economic policies which were evident during his stint as finance minister," Salim said.

Calcutta, April 5: The state government asserted that it would not allow political teams in Lalgarh a day after the Union home minister stood in the battle zone and declared that leaders "must visit Lal-garh, must go to the villagers, must speak to the people".
Writers' Buildings cited security concerns while rejecting P. Chidambaram's prescription. "If everyone wants to vi-sit every place every time, we cannot allow that. The safety of those visiting the troubled areas is the state's concern," state home secretary Ardhendu Sen said.
"The Maoists are not confined to the jungles but are coming to the villages, too. The security angle has to be considered before clearing such visits."
Opposition leaders expressed disappointment at the government's response. "We'd like to go to Lalgarh as we have a role to play in bringing normality there," said the Trinamul Congress's Mukul Roy.
Prohibitory orders are in force in the area.
When Trinamul leaders went to Lalgarh earlier, they held public meetings along with leaders of the Maoist-backed People's Committee Against Police Atrocities.
The party now alleges that CPM cadres are taking control of the area making use of the political vacuum.
Roy today accused the state government of not responding to Trinamul appeals for a "political initiative" in Lalgarh.
The Congress's Pradip Bhattacharya went a step further and said: "Since the administration is unable to do much for the poor people of Lalgarh, it should ensure protection to political leaders so that they can talk to the people there."
Sen sought to underplay Chidambaram's critical remarks on law and order in Bengal and said he had explained to the Union minister "in detail" how the government was going about restoring normality in the violence-hit areas.
"The Union home minister did not complain that the law-and-order condition was not satisfactory," Sen said. "Why would he complain? Law and order in the state is more or less stable and normal.''
Chidambaram had yesterday said he was "unhappy with what happened in Mangalkot (in Burdwan)" and mentioned a string of clash-hit places before adding that the Bengal government should take steps to end "inter-party clashes" across the state.
But Sen appeared unfazed. "He didn't mention anything specific about it (law-and-order situation) or make any specific criticism…. As for the areas mentioned by the Union home minister, the district superintendents of police have been instructed to take immediate and adequate steps to ensure that incidents of violence and clashes do not recur. They have also been asked to send a message down the line that action will have to be taken strictly and impartially."
However, hours after he spoke, suspected CPM supporters in Hooghly's Khanakul — one of the places named by Chidambaram — beat back a police team heading to a village following allegations that a Trinamul supporter's house was under attack. Two policemen were injured at Radhanagar, 130km from Calcutta.
Sen could not be reached for comment tonight.
Earlier in the day, he said 80 more police camps with around 1,000 personnel had been set up in Howrah, Hooghly, Burdwan and Birbhum districts to prevent clashes and "people are giving us certificates" for the job. "We told Chidambaramji all these things."
Sen also claimed credit for the state's "prompt replies" whenever Delhi had sought information on the clashes.
"We explained to him (Chidambaram) in detail how normality was being restored," Sen said. "We also told the home minister that more forces were needed as several companies of state personnel were stationed in Lalgarh.''
According to a state official, 36 companies of central forces and 40 companies of state police are stationed in West Midnapore. "Now that he (Chidambaram) has visited Lalgarh, spoken to the state and the CRPF and got a first-hand feel of the situation and our prob- lems, it will be easier for us to ask for more forces," Sen said.

Calcutta is creeping up the national Celsius charts with its summer saviour, the Nor'wester, playing truant and relief nowhere on the radar for another 10 days.
"We had expected four to six Nor'westers in March against the usual two to three but there was none. No wonder the city has had such a prolonged spell of above-normal minimum temperatures," said O.P. Sharma, the chief meteorologist of an independent Met agency in New Delhi.
The bad news — good news for KKR match nights at Eden, though — is that there are no Nor'westers in sight for the next couple of weeks, by which time temperatures could rise by a couple of more degrees, warned the weatherman.
According to data available with the India Meteorological Department, Calcutta is now in the league of hottest places of the heartland (see graphic) with the last 10 days of March pushing up the city's heat quotient by several notches.
Maximum temperatures have since settled down to hover around a degree above normal but minimum temperatures have been three to five degrees above normal on most days over the past week, which explains the high discomfort factor.
"An abnormally high minimum temperature ensures that the average daytime temperature doesn't dip lower," explained Sharma.
Monday's minimum temperature of 27.5 degrees Celsius was four degrees above normal.
"The Celsius surge in north, central and eastern India, especially the heat wave-like conditions in neighbouring Bihar, Jharkhand and Orissa, have not allowed temperatures to normalise in south Bengal over the last week," said Gokul Chandra Debnath, the director of the Regional Meteorological Centre at Alipore.
But why are Nor'westers proving to be elusive? "Incursion of abundant moisture from the Bay of Bengal is a prerequisite for Nor'wester activity. In the absence of significant atmospheric formations over the Bay, moisture inflow has not been substantial so far," said Sharma.
The absence of adequate moisture in the air was evident in Monday's humidity reading, which dipped to 56 per cent.
"Conditions are unlikely to change within the first half of April. Thunderstorm activity aided by Nor'westers is likely to be seen only after April 15," added Sharma.
Experts from other agencies corroborated that assessment, saying relief from the swelter was still at least another week away. "Relief, if any, will not come Calcutta's way unless there is a sudden formation over the Bay that brings in abundant moisture to accelerate Nor'wester activity," said a senior scientist of the National Centre for Medium Range Weather Forecasting in Noida.
A single Nor'wester usually brings temperatures down for two to three days in the city and its neighbourhood.

Shops throwing up wares on pavements. Narrow alleys chock-a-block with vans waiting to be loaded or unloaded. Cars parked haphazardly almost anywhere. Trains of daily labourers carrying the goods on their heads. Over the head, like Damocles' sword, hang live wires.
Bagri Market — spread across Ezra Street, Canning Street, Pollock Street and Manook Lane, a stone's throw from Lalbazar — is a tinderbox waiting to be lit.
Ezra Street, a narrow alleyway that connects India Exchange Place with Canning Street, is lined with shops dealing in electrical goods. Since the mid-80s, at least three major fires have broken out in landmark estates here.
Residents played a key role in dousing the blaze in Mehta Building and Gandhi Building.
"Neither police nor the civic authorities pay any attention to the state of affairs here. Over the past two decades, the entire area is being controlled by the business mafia. Members of the gangs run extortion rackets and put up stalls illegally," said Akhil Govila, a trader at Gandhi Building.
The situation is worse on Canning Street. The entire stretch is lined with buildings many of which have added floors illegally.
A section of traders alleged that a large number of shops on the street drew power illegally and that could lead to a disaster any moment.
Vans run riot on the thoroughfare, dumping goods or just casually parked to "occupy" space for the owners. In places, Matadors replace these vans, blocking the pavements and the thoroughfare as the traders take their time loading and unloading goods.
If any of the buildings catches fire, tenders will have a tough time accessing the spot through the clogged roads. The delay will prove costly.
Mustin Sir, a trader at Bagri Estate at the crossing of Rabindra Sarani and Canning Street, said: "The entire sixth floor of the market is illegal. Passages inside have been encroached on, leaving little space to move. On the ground floor, even toilets have been sold to make way for shops."
In several places, he added, partition walls have been removed to make room for hole-in-the-wall shops. "The building could collapse any day."
Asked about the lawlessness and the alleged apathy of the civic body, director-general (building) Gorachand Mondol said: "There are around 1.5 lakh illegal buildings in Burrabazar. We can't do much about it."
Why are the police turning a blind eye to the illegal activities? "Neither the traders nor the civic authorities have informed us about any unauthorised structures at Bagri Market."

Thanks to my children I've been watching the latest British sensation on YouTube, which is a three-minute clip called "Gap Yah". An upper middle-class student, Orlando, is talking on his mobile to his friend, Tarquin, in west London. Orlando is apparently in Burma, travelling the world in his "gap yah" — gap year — which is what students with rich enough families tend to do between school and university. You might call it "poverty tourism". He tells his friend that in "Tanzanah", meaning Tanzania, he met a woman who had "like, flies around her eyes" and who looked at him "with this vacant stare but with this sense of enduring hope, yah?" For a second he recognized her as a fellow human being. And then, he tells Tarquin, he vomited all over her. That's what Orlando does: he skips through poor countries, has adolescent insights into their condition, drinks too much, throws up, and then chortles cheerfully at the mess. A hundred years ago a similar young man might have had "I say you fellows, what a lark!" as his verbal tick. Orlando's equivalent is a lazy way with vowels and consonants, so that 'yah' can mean 'year' or 'yes'.
Orlando is, of course, a parody. A young actor and writer, Matt Lacey, created him to satirize, in Lacey's words, "the great number of people who seem to be leaving these shores to vomit all over the developing world". In Britain, they're known as 'Rahs' and what they have in common is a private education and a place on offer at one of the older universities: Durham, St Andrews and Bristol are among the favourites, though Oxbridge can never be ruled out. Their sense of entitlement often outweighs their intelligence.
None of this is new. You can catch glimpses of Orlando's riotous ancestors in the memoirs of William Hickey which record with a fascinating detail and candour Hickey's adventures in Calcutta in the late 18th century. Like many of his compatriots in Bengal at that time, Hickey drank astonishing quantities of claret and brandy (a detail I remember is his spewing from a carriage window, perhaps in Chowringhee) and persisted with a heavy English diet of roast beef and dumplings however hot and unhealthy the season. Diet alone should have secured him an early resting place in the Park Street cemetery, but he survived to live a long and happy retirement in London.
The moralism of the Victorian empire put an end to this kind of public excess — the whoring and gambling as well as the eating and drinking — though the English upper-class buffoon survived as a comic element in literature. In this way, you can see Orlando as a character updated from the novels of P.G. Wodehouse and Evelyn Waugh, as the latest twist in a long tradition. The surprising thing is that despite all that has happened to British behaviour in the years since — the changes, for example, produced by pop culture — the stereotype still endures. How many people are like Orlando? Quite a few, because my children recognized him as a type immediately and it's the parody's accuracy that has made it such a hit.
And now a paradox: Orlando and his kind are the butt of popular comedy, and yet within a few weeks it seems likely that Britain will elect a new government that has at its heart a group of men who in their youth were just like Orlando. If all goes well for the Tories, the new prime minister will be David Cameron and his chancellor of the exchequer George Osborne. They and quite a few of their expensively educated colleagues share a common background: prosperous families, the very best schools and Oxford University. At Oxford, Cameron, Osborne and Boris Johnson (now the Tory mayor of London) were all members of the celebrated Bullingdon Club, a socially exclusive dining society the purpose of which, so far as any outsider can tell, is to trash restaurants in drunken sprees and then pay handsomely for the damage. Members dress up smartly in dinner jackets and waistcoats. History records quite a bit of throwing-up. The dry-cleaning bills must have been expensive.
Today, nobody in the Tory party is keen to remember the Bullingdon Club. Copies of official club photographs from the 1980s showing Cameron, Osborne and Johnson can still be found on the web, though the Tory party is reported to have tried hard to have them withdrawn. Their membership is excused in terms of "a youthful indiscretion". Being an Orlando doesn't win votes.
How then not to be like Orlando? The answer is to sound more ordinary — no more yah-ing, chuckling and braying, no mention of previous pastimes such as hunting and shooting, a new emphasis on pop music and other demotic pleasures. Cameron now likes to be known as "Dave", just as his political model, Blair, was known by all as "Tony". Osborne is rumoured to have taken lessons to down-class his voice. The most notable example, however, comes with Cameron's wife Samantha — "SamCam" in the tabloids — who has an impeccable social lineage. Her father is a baronet and her mother by a second marriage is Viscountess Astor. The family has large estates in at least two English counties, and Samantha was educated at one of the best girls' boarding schools. And how does Samantha sound now? Her vowels are those of a woman who grew up in a London suburb and attended her local state school. Orlando, we laugh at; Samantha, we like. If her husband wins, as he looks very likely to, he'll know that he owes his victory at least partly to social disguise.

According to the philosophical scientist, James Lovelock, human beings are too stupid to prevent climate change. Lovelock is the sprightly 90-year-old who invented the Gaia theory about the earth's enduring ability to sustain life, though not necessarily human life. "I don't think we're yet evolved to the point where we're clever enough to handle [such a] complex situation," he says in a recent interview. "The inertia of humans is so huge that you can't really do anything meaningful." One problem is modern democracy, which has to cater for so many views and interest groups. "Even the best democracies agree that when a major war approaches, democracy must be put on hold for the time being," he says. "I have a feeling that climate change may be an issue as severe as a war. It may be necessary to put democracy on hold for a while."
What he means, probably, is that the best minds should use the best science to decide the wisest course of action, and then act — to build the seawall, destroy the oilfield, ration the food — and let the dissenters go hang. It may yet come to that: the dictatorship of the scientifically enlightened, backed by the armed forces. This is almost too depressing to think about, but Lovelock usually has a cheering footnote to his prognosis, which is that Britain is better placed than many nations to survive global warming. It's an island, and therefore more defensible against migration; quite a lot of it is high ground; and climate change might make it warmer, wetter and more fertile — as opposed to the aridity forecast for southern Europe and much of Asia and Africa.
Admittedly, this is cheering only if you happen to live in Britain, and not very cheering at that. After a talk by Lovelock, his audience is inclined to leave wondering how they should go about buying a few guns, so that their grandchildren can defend their hill of potatoes from hungry North Africans come 2055. But I am coming to believe his pessimism or realism, and to appreciate the frankness that comes with his very great age. The one certain thing is that he won't live to see it, lucky him.

An envelope has just been pushed through the front door. I open it to find a letter from the Labour Party, pleading with me to "come back" as a member. They must send out many thousands of such letters because so many of us have left. Will I? Could I? The causes of disaffection run deep: the Iraq war, self-interested parliamentarians who would sit easily in the legislative assembly of Bihar, an unquestioning belief that financial trading was how Britain would make its way in the world. Still, it's a mark of how unattractive the prospect of a Tory government is that I'll sit here for 30 seconds and at least think about it. Watching "Gap Yah" on YouTube has left its mark.
