Given the state of the global economy, it might not surprise you to learn that psychopaths may be controlling the world. Not violent criminals, but corporate psychopaths who nonetheless have a genetically inherited biochemical condition that prevents them from feeling normal human empathy.

Scientific research is revealing that 21st century financial institutions with a high rate of turnover and expanding global power have become highly attractive to psychopathic individuals to enrich themselves at the expense of others, and the companies they work for.

A peer-reviewed theoretical paper titled "The Corporate Psychopaths Theory of the Global Financial Crisis" details how highly placed psychopaths in the banking sector may have nearly brought down the world economy through their own inherent inability to care about the consequences of their actions.

The author of this paper, Clive Boddy, previously of Nottingham Trent University, believes this theory would go a long way to explain how senior managers acted in ways that were disastrous for the institutions they worked for, the investors they represented and the global economy at large.

If true, this also means the astronomically expensive public bailouts will not solve the problem since many of the morally impaired individuals who caused this mess likely remain in positions of power. Worse, they may be the same people advising governments on how to resolve this crisis.

To tackle this problem, we must instead examine this rare and curious condition, and why recent corporate history may have elevated precisely the wrong type of people to positions of great power and public trust.

Unfeeling, but not insane

Psychopathy should not be confused with insanity. It is best described by Robert Hare, global expert and psychologist, as "emotional deafness" — a biochemical inability to experience normal feelings of empathy for others.

This shark-like fixation on self-interest means that psychopaths often feel a clear detachment from other people, viewing them more as sheep to be preyed upon than fellow humans to relate to. For instance, psychopaths in prison often use group therapy sessions not as a healing process, but as an opportunity to learn how to simulate normal human emotions.

Studies on twins have revealed that psychopathy shows a strong genetic signature and there remains no effective treatment. Recent research has linked the condition to physical abnormalities in the amygdala region of the brain.

Only a small subset of psychopaths become the violent criminals so often fictionalized in film. Most simply seek to blend in and conceal their difference in order to more effectively manipulate others. This frightening condition has existed throughout human history, though likely in a marginal and socially parasitic way.

While psychopaths are often portrayed by Hollywood as brilliantly clever, a hypothetical race of Hannibal Lecters would likely perish since they lack the ability to trust each other. Put another way, the human race — a relatively weak, slow, hairless tropical primate — has succeeded so spectacularly in every ecosystem on the planet not because we are so bad, but because we are so good.

Most dangerous 1 per cent

The human ability to build social capital means that people can cooperate and trust each other. We can reliably predict the behaviour of others even if we have never met them. Social capital is the glue that holds together our communities, complex societies, large institutions and the economy. The one and only superpower possessed by psychopaths is their ruthless ability to spend the social capital created by others.

Scientists believe about 1 per cent of the general population is psychopathic, meaning there are more than three million moral monsters among normal United States citizens. There is emerging evidence that this frequency increases within the upper management of modern corporations. This is not surprising since personal ruthlessness and fixation on personal power have become seen as strong assets to large publicly traded corporations (which some authors believe have also become psychopathic).

However, appearance and performance are two different things. While psychopaths are often outwardly charming and excellent self-promoters, they are also typically terrible managers, bullying co-workers and creating chaos to conceal their behaviour.

When employed in senior levels, their pathology also means they are biochemically incapable of something they are legally required to do: act in good faith on behalf of other people. The banking and corporate sector is built on the ancient principle of fiduciary duty — a legal obligation to act in the best interest of those whose money or property you are entrusted with. Asking a psychopath to do that is like recruiting a pyromaniac to be a firefighter.

The folly of mixing psychopathy and senior corporate management has been borne out by recent history. At the end of the last decade, numerous banking institutions representing hundreds of years of corporate financial stability ceased to exist within a few short months due to the reckless acts of a few individuals — none of whom has ever been charged with a crime.

And therein lies the rub. As ruthless as psychopaths are, their pathology dictates that they will ultimately act to the detriment of the organizations and investors they are paid so well to represent.

Fertile for psychopaths: New corporate culture

If this theory is correct, how did this become such a crisis in recent decades? Boddy suggests that corporations have changed from relatively stable institutions where psychopaths would have a difficult time concealing themselves, to highly fluid organizations where it is much easier for them to disappear within the chaos in their wake.

"(The) whole corporate and employment environment changed from one that would hold the Corporate Psychopath in check to one where they could flourish and advance relatively unopposed," Boddy writes. "As evidence of this, senior level remuneration and reward started to increase more and more rapidly and beyond all proportion to shop floor incomes and a culture of greed unfettered by conscience developed. Corporate Psychopaths are ideally situated to prey on such an environment and corporate fraud, financial misrepresentation, greed and misbehaviour went through the roof, bringing down huge companies and culminating in the Global Financial Crisis that we are now in."

Boddy is not hopeful that the current round of expensive public bailouts will solve the problem. If psychopaths have in fact installed themselves in the upper reaches of the world's financial institutions, their genetic deficiency dictates that their greed knows no bounds. They will continue to act in anti-social, remorseless ways, amplified by their enormous corporate influence until the institutions they represent and perhaps the entire global economy collapses. Obviously, more academic research in this area is urgently needed.

Boddy concludes his recent paper with this grim prediction:

"Writing in 2005, this author . . . predicted that the rise of Corporate Psychopaths was a recipe for corporate and societal disaster. This disaster has now happened and is still happening. Across the western world, the symptoms of the financial crisis are now being treated. However, this treatment of the symptoms will have little effect because the root cause is not being addressed. The very same Corporate Psychopaths, who probably caused the crisis by their self-seeking greed and avarice, are now advising governments on how to get out of the crisis. That this involves paying themselves vast bonuses in the midst of financial hardship for many millions of others is symptomatic of the problem. Further, if (this theory is correct) then we are now far from the end of the crisis. Indeed, it is only the end of the beginning. Perhaps more than ever before, the world needs corporate leaders with a conscience . . . Measures exist to identify Corporate Psychopaths. Perhaps it is time to use them."

Time has come for testing

Boddy's last statement contains a kernel of hope. If our world has become chaotic due to institutionalized psychopathy, imagine how much better it could be if such dangerously impaired individuals were excluded from positions of power and influence.

Precedence exists for dealing with such situations. Randomized workplace drug testing became the norm in the 1980s. At the time, civil libertarians strongly objected on the basis that it violated personal privacy protections. However, the U.S. Supreme Court decided in 1989 that such testing was constitutional and now about 25 per cent of Fortune 500 companies routinely require their employees to submit to such tests.

Perhaps investors at major financial institutions should require that senior level managers submit to established tests to ensure they are not psychopathic. This is not an issue of civil liberties since the precedent has already been well established regarding drug impairment in the workplace. Likewise, it is not a regulatory issue since private shareholders have every right to demand that executives demonstrate they are not biochemically impaired and therefore unable to carry out their fiduciary duties on behalf of investors. If corporate boards are hiring psychopaths as executive management, they are not carrying out their due diligence and could be held legally liable for their oversight.

Companies should also consider providing employees with specific whistleblower provisions to expose potential psychopaths in the workplace. A 2010 study by Boddy showed that corporate psychopaths caused more than one quarter of all workplace bullying, though they accounted for only one per cent of the workforce.

Besides being traumatic and humiliating to other workers, this bullying is also very expensive. Boddy calculated that bullying by corporate psychopaths cost companies in the U.K. more than £3.5 billion per year in lost productivity and attrition. Extrapolating these results to the United States, these deviant individuals are responsible for more than $35 billion in direct annual losses to U.S. businesses.

Politicians, too?

And what about elected officials? There is no higher standard of trust in our society than standing for public office. Campaigning politicians are expected to submit to almost absurd levels of scrutiny about their private lives, character and personal relationships. Should not candidates begin providing voters proof that they are medically capable of acting in the interests of the public that may elect them?

The Occupy Wall Street protesters demanding an end to the reign of the "1 per cent" may have unwittingly stumbled on the crux of the issue. Science tells us that 99 per cent of humans have normal emotional function. One per cent are psychopaths. We ignore that truth at our peril.

Jean Ngaigy, the head of a school in Lepaigagone, interprets the words of one of her six-year-old students. The girl is happy to have a school now. Her favourite subjects are maths and French.

Like many children in the Democratic Republic of the Congo, both the girl's parents were killed in the country's civil war, which left up to 7.2 million people dead. Now, though, a fragile peace in the town, outside the capital Kinshasa, means mines are reopening and the factory is coming back to life. The school has been rebuilt and has running water. In the DRC, that represents hope.

The DRC should be one of Africa's richest countries. It has a mineral wealth estimated to be around $24 trillion (£15tn). There are huge deposits of cobalt, diamonds, gold, copper, oil and 80% of the world's supplies of coltan ore – a valuable mineral used in computers and mobile phones.

Yet 100 women a week are still dying in childbirth and 16,000 children under the age of five die every year. One in three children in the DRC will never get anything more than primary education.

One of the reasons the country has been unable to recover is that it is being pursued by international debt speculators, known as vulture funds, through offshore tax havens such as Jersey, for debts that were run up during 30 years of war and civil war.

Vulture funds operate by buying up a country's debt when it is in a state of chaos. When the country has stabilised, vulture funds return to demand millions of dollars in interest repayments and fees on the original debt. New York vulture fund FG Hemisphere has gone to Jersey to claim $100m from the DRC because a legal loophole means that the island remains free of anti-vulture laws that were passed in the UK last year.

Jersey will decide next month whether to allow its courts to let the $100m go to FG Hemisphere.

It has been 16 years since most of the world began writing off the debts of the world's poorest countries, but the vulture funds, a club of between 26 and 35 speculators, have ignored the debt concerts by pop stars such as Bono and pleas from the likes of the World Bank and International Monetary Fund to give the countries a break and a chance to get back on their feet.

Congo-Brazzaville has been a particularly fruitful target for vulture funds, being ravaged by conflict but rich in natural resources. One of the earliest cases against the country came in 1996 when $30m worth of Congolese sovereign debt was purchased by Kensington International Inc, a subsidiary of the well-established hedge fund Elliott Associates, headed by prominent vulture financier Paul Singer.

Singer, a major contributor to the Republican party, reportedly bought the debt at a significant discount and began pursuing lawsuits against the impoverished African nation through the world's courtrooms. Bloomberg has reported that Congo-Brazzaville has spent an estimated $5m fighting Singer's lawsuits. Finally in 2005 Kensington International was awarded $39m in the UK high court.

So far, according to the World Bank, the top 26 vultures have managed to collect $1bn from the world's poorest countries and still have a further $1.3bn to collect. Gordon Brown has described the payouts as "morally outrageous".

The World Bank has described vulture funds as "a threat to debt relief efforts" and the former, Bush-era US treasury secretary Henry Paulson said: "I deplore what the vulture funds are doing" in testimony before the House of Representatives' financial committee in 2007.

In terms of public donations, the impact of the vulture funds is huge. The $1bn collected by the funds is equivalent to more than double the International Committee of the Red Cross's entire budget for Africa in 2011. $1bn could fund the entire UN appeal for the famine in Somalia and is more than twice the amount of money raised by Save the Children last year.

Vulture funds also scare off new investors, who the vultures will target their investment, from a country. In the DRC, a large US company with plans to invest millions in mining pulled out last year after one vulture sued it as a result of its business with the DRC government.

It is thought FG Hemisphere bought the debt for which it is claiming $100m in the Jersey court for $3.3m, with the help of another vulture fund, Debt Advisory International (DAI).

FG Hemisphere, headed by Peter Grossman and DAI, run by Michael Sheehan – both men were former Morgan Stanley consultants – have attempted to collect on the debt by suing DRC state companies and their foreign investors.

When interviewed as part of a joint investigation between Newsnight and the Guardian, Grossman defending his involvement in the DRC, saying "he wasn't beating up on the Congo but collecting on a legitimate debt". The last decade has seen FG and DAI chase the DRC, for the same debt, in the United States, Jersey, Hong Kong and Australia. In 2010, Britain passed a law banning vulture funds from collecting in UK courts. But the legislation failed to mention Jersey. Because Jersey is not specifically mentioned, it is automatically excluded under British law, a loophole that FG Hemisphere immediately exploited.

Grossman said it was not the vultures whose activities needed to be investigated but mismanagement in the DRC. He also denied having any knowledge that, as alleged by the Bosnian police, the debt was acquired illegally in the first place.

Sheehan, who is nicknamed Goldfinger, brokered the original deal with Bosnian state company EnergoInvest and owns some of the debt. The DRC originally owed the money to EnergoInvest for a contract to build power lines.

But as Grossman looks for payment from DRC through the Jersey legal system, the world's biggest charities, including Oxfam, Christian Aid and Jubilee Debt Campaign UK, are appealing to Jersey to close the loophole.

Jubilee Debt Campaign UK, which has been campaigning for debt relief for over a decade, is sending a representative to Jersey next week to put the case directly to the island's government to close the vulture funds' loophole.

Tim Jones, of Jubilee Debt Campaign, said: "The DRC is the second poorest country in the world. The country desperately needs to be able to use its rich resources to alleviate poverty, not squander them on paying unjust debts to vulture funds left by the dictator Joseph Mobutu. Jersey has to shut vulture funds down."

UK legislation on vulture funds has already had an impact, when Liberia last year reached agreement to repay just over 3% of the face value of a $43m debt.

That case was originally brought by two Caribbean-based vulture funds, Hamsah Investments and Wall Capital Ltd, over a debt dating back to the 1970s and it sparked a furore when the high court ordered Liberia to repay the full debt in 2009. Liberia mobilised debt campaigners, who pushed for a change in the law, resulting in the Debt Relief (Developing Countries) Act 2010 being passed.

The law, a world first, requires commercial creditors to comply with the terms of international debt cancellation schemes, which specify a single discount rate for creditors to ensure equal treatment.

The law applies to the UK courts and ensures that public money given towards debt cancellation is not diverted to private investors.

The World Bank estimates that more than one-third of the countries which have qualified for Heavily Indebted Poor Countries (HIPC) debt relief have been targeted by vulture funds. HIPC countries are those whose debt is unsustainable and qualify for loans from the World Bank's International Development Association or the IMF's poverty reduction and growth facility.

The Democratic Republic of the Congo is poised on the edge of a fragile peace but elections later this month could again destabilise the country. Having spent $5m fighting off the vulture funds, the DRC is waiting for news from 4,000 miles away, where Jersey will decide whether the vultures will get their money.

The vulture funds circling the debts of poorer countries are feeding after economies have been looted at the behest of the World Bank, IMF and privateers

If God doesn't give a rat's arse about "The Vulture", and what he does for a living, and what he's done to Africa, why should I?

The thought struck me while sitting here, coffee getting cold, in my old Toyota, trying to look invisible, staked out in front of 300 De Kalb Avenue, in Brooklyn, New York. It's just after dawn and I'm hoping that Peter Grossman, a Wall Street star, will pop out of his posh brownstone for a jog or a cup of coffee. Then I can jump him. He's on the lookout for me because I'd already jumped his acquaintance, Goldfinger, the man who's making Grossman stunningly rich.

Grossman's riches, nearly $100m for his firm, FG Management, come from the Democratic Republic of the Congo. I was just there in Congo, two days before this stakeout, at a cholera quarantine centre in the capital, Kinshasa.

Besides lots of cholera, Congo has lots of cobalt. Grossman has, through a crazy legal loophole in British law, waylaid a payment of $80m to the African government for a shipment of cobalt from a government-owned mine.

Grossman is a "vulture", the name Wall Street gives, with an affectionate smile, to those who can get their hands on old, forgotten debts of desperately poor nations – Congo, Zambia, Peru and Liberia are cases I've investigated – that they pick up for pennies on the pound of face value.

When – usually after a Bono concert – western nations forgive debts owed by these poor countries, the nation receiving this aid is now ripe enough, and flush enough, for attack by a vulture, who demands many a pound of flesh for the debt he suddenly brandishes.

In Grossman's case, his company paid about $3m for a debt Zaire (now Congo) owed Yugoslavia (now Bosnia). A court on the tiny island of Jersey, a tax haven in the Channel, has ordered Congo to turn over the $80m it has in a bank account there, the payment for the cobalt. Furthermore, Congo must pay an additional $20m to Grossman if the country can find the money.

If that seems nuts to you, it is. The UK and other nations bar collections by vultures against poor countries where western government treasuries have agreed to give up their own claims. However, Grossman was free to sue Congo in Jersey, a pseudo-colony of Britain, because the UK parliament failed to include the words, "and Jersey" in its anti-vulture law.

How did Grossman got his hands on Congo's debt to Bosnia? That's what I was waiting in the Brooklyn cold to ask him.

Here's what I can piece together. Only three days before I was in the Congo cholera clinic, I was in the office of the chief of financial police in Sarajevo, Bosnia. With the help of the Centre for Investigative Reporting in Bosnia, we tracked down the police report asserting that the nation's own prime minister had slipped control of the debt to one Michael Sheehan, aka Goldfinger who, for a fee, passed it from the Bosnia state power company to Grossman. The Bosnian police chief told me this little business with the Congo debt was a crime, and the (now former) prime minister, Nedzad Brankovic, should be in prison. Yet, to date, prosecutors have not acted.

I got to the man who blew the whistle on Brankovic, Brigadier General Izet Spahic. He'd worked out a deal for the Bosnia power company (desperately broke) to make power pylons for Congo (desperately broke). The project would generate electricity, clean water and profits for both nations.

It was quite a heart-warming story of two nations coming out of civil wars, with a combined total of 4 million dead, helping each other. But when it was discovered that The Vulture in Brooklyn had control of the debt between the nations, the electricity deal was off.

I went by the Bosnia pylon-making factory. It was now shut and its several thousand workers were gone. At least there's no cholera.

The brigadier general was furious: how could these people think about making a profit off civil war, poverty and unimaginable suffering? When do humans grow feathers and claws?

It's a question I'm going to ask Grossman when he comes out because the Guardian and BBC Newsnight want me to ask it. For me, The Vulture's answer is inconsequential to the bigger picture.

I assume that after we break our story, parliament will move to close the loophole it so glaringly left open to The Vulture; and the US Congress will at least pretend to consider anti-vulture legislation, now languishing in some committee.

But I think the focus on Grossman and his fellow carrion chewers is distracting. The destruction of Bosnia's power-pylon industry was the direct consequence of privatising it, bringing the free market to socialist Yugoslavia and Brankovic to power over its debts, allowing him to buy and sell debt securities on the deregulated world financial market.

It was the privatisation of Congo's state cobalt mine and the looting of its riches, all at the behest of the World Bank, IMF and privateers, that drained Congo's treasury.

Grossman is just the repo man, the last of the financial carnivores who've bitten into Congo and Bosnia – and Greece and Detroit.

Grossman's vulture operation is just over the bridge from Occupied Wall Street, which was occupied at the bottom by protesters, "the 99%", and is occupied at the top by "the 1%", those who kill economies for a profit.

It's easy to target Grossman. But vultures can only feast when the system kills, when, for easy profits, economies are turned into rotting carcasses.

We've been following geopolitical developments here at Gizadeathstar.com for a while, and readers here are well aware of my feelings about the Zbigniew Brzezinski-inspired plan to gain the energy supplies of Central Asia for the West, a plan that runs sqaurely up against three significant walls: Iran, China, and Russia. Coupled with this effort has been the American effort to install a missile defense system in the ever-expanding NATO membership list. With the addition of the Ukraine in recent years to this membership, Russia's then-president Putin warned against any western attempts to encircle NATO.

Now, Putin's successor, Dmitri Medvedev, has had enough, and informed the west that if these plans proceed Russia will have no choice but to target the installations with its strategic missile forces:

According to the article at The Huffington Post, this defense system is being put into place to protect Europe from missiles aimed at it by…you guessed it … Iran, and are not directed at Russia.

In my opinion, this is laughable on the face of it, since Iran is an important state to both Russian and Chinese geopolitical interests in the area, and it is well-known that some of the technological and scientific expertise in Iran's nuclear program come from Russia. We may also assume that it is laughable for an entirely different reason, namely, that Russia and China have both served notice to the West – read "the UNited States" here – that a unipolar world order, i.e., a world order dictated from Washington, DC, is not on their agenda, and that for a truly peaceful world order to emerge, Russia's and China's interests will simply have to be given larger play. Indeed, one Chinese official, interviewed in English on RT TV's English news service, made it very clear that the West, by pursuing a unipolar world view, was flirting with World War Three.

The question is, why would RT TV have a Russian news anchor interviewing a Chinese official in Beiking, both men speaking in English?

The answer appears to me to be simple, if extraordinary. As those two countries have moved progressively in a more liberal direction, they cannot but view the direction in the USA with some alarm, for it is moving into what those countries are moving out of, and thus, its stance is becoming increasingly bellicose, and irrational. Through the medium of RT TV's English news service, these countries are trying to serve notice to another major group of people, equally anxious over the moves of the Western elite, namely, the American people.

To back this up, the Russians have moved warships into the Eastern Mediterranean in response to the USA now stationing a carrier battle group there to respond to the Crackup in Syria. It's getting interesting folks…

Major parties agree to extend CA term by six months; form national
consensus government as per 7-point deal

The meeting of the three major parties – UCPN (Maoist), Nepali
Congress (NC) and CPN (UML) – and United Democratic Madhesi Front
(UDMF) concluded Tuesday with an agreement to extend the term of the
Constituent Assembly by six more months.

In the meeting held at the Ministry of Peace and Reconstruction in
Singha Durbar, the major political parties signed a six-point
understanding on CA term extension, immediate formation of a national
consensus government and power-sharing, among others.

The major parties inked the understanding after the four-member
taskforce they had formed on Sunday to prepare a detailed time-bound
calendar within a week submitted a proposal for the six-month term
extension of CA.

With the Supreme Court's ruling that the term of the Constituent
Assembly can be extended only once, the meeting of the taskforce of
the major parties had on Monday agreed on the government's proposal to
extend the CA term by six months. The taskforce also agreed to ask the
top leadership of the major parties to initiate the process of forming
a national consensus government as envisaged in the seven-point
understanding signed by major parties on November 1.

With the understanding, the extension of CA is likely to happen this afternoon.

The House session to vote on the 11th constitution amendment bill for
six-month extension of CA has been called today, a day before the CA's
term expires.

The current tenure of the CA expires on November 30.

Regrouping process completed in six of seven PLA Divisions

The process of regrouping former Maoist PLA combatants that started
since last week ended in the First Division cantonment at Chulachuli
of Ilam, Second Division at Dudhauli of Sindhuli, Third Division at
Shaktikhor of Chitwan, Fourth Division in Nawalparasi, Fifth Division
at Dahaban of Rolpa and Sixth Division at Dashrathpur of Surkhet on
Monday evening while some work remained to be done in the Seventh
Division at Talaband of Kailali.

Altogether 15,774 combatants among the 19,503 cantoned in seven main
cantonment sites (MCS) and 21 satellite camps were regrouped as of
Monday evening. Of the total combatants, 8,738 have opted for
integration, 7,031 have opted for voluntary retirement and 5 have
opted for rehabilitation package. The final reports, however are yet
to come.

According to reports, more than 2,500 former Maoist combatants were
absent in the regrouping process that came to an end in six main
cantonments sites on Monday evening.

On Monday, 1281 combatants of Second Division, 3,319 of Third
Division, 2,614 combatants of Fourth division, 2,126 combatants of
Fifth Division, 2,693 combatants of Sixth Division and 2,219
combatants of Seventh Division had been regrouped.

Although the Army Integration Special Committee (AISC) was given time
till Monday to complete the regrouping process, the deadline has been
extended by three days to accomplish all regrouping tasks.

Balananda Sharma, Coordinator of the AISC, said that the regrouping
process could not end in the Seventh Division as it was initiated
behind schedule.

As per reports from each of the seven PLA division, out of total 1,930
cantoned combatants at the First Division at Chulachuli, 1,501
combatants have been regrouped. Of them 787 combatants opted for
integration and 714 combatants for voluntary retirement; however, 429
combatants were absent in the regrouping.

Similarly, out of 1,297 combatants of the Second Division who have
been regrouped as of Monday, 813 opted for integration, 481 opted for
voluntary retirement and 3 opted for rehabilitation.

Of the 3,319 combatants regrouped at Third Division, 2,157 opted for
integration and 1,162 combatants for voluntary retirement; however 651
verified combatants were absent in the regrouping.

At the Fourth Division, altogether 2,615 combatants have been
regrouped on Monday. Out of the total regrouped combatants, 1,277
opted for integration and 1,338 for voluntary retirement.

At the Fifth Division, 2,126 combatants have been regrouped. Of them,
1,187 opted for integration and 939 opted for voluntary retirement.

At the Sixth Division, 2,693 combatants have been regrouped. Out of
the total regrouped combatants, 1,483 opted for integration and 1,210
combatants went for voluntary retirement.

Lastly, at the Seventh Division, 2,229 combatants have been regrouped
as of Monday evening. Of them, 1,040 opted for integration, 1,187
opted for voluntary retirement and 2 for rehabilitation.

The undersigned condemn the growing brutality of the state repression being
unleashed against the peaceful, democratic protesters of the POSCO project
area, who are only fighting for their legal and fundamental rights. This
repression has reached a peak with the arrest yesterday (Friday) of POSCO
Pratirodh Sangram Samiti leader Abhay Sahoo. The government's constant
announcements of its intention to start construction in the area lead us to
apprehend that there will be more violence and brutality against the
movement.

This comes after the people of Dhinkia and Gobindpur heroically resisted
police attacks for more than two months in the heat of summer, drawing the
attention of the entire country to the threat to their thriving economy and
fragile ecosystem. It also comes in the wake of a grossly illegal
clearance to the project from the Environment Ministry, in direct
violation of the Forest Rights Act and the EIA notification, despite two of
the Ministry's own enquiry committees finding that grant of clearance would
be a crime. Moreover, the Centre itself now claims that projects of this
kind will be subject, under its proposed new law, to the consent of 80% of
the local community - which has been ignored in this case. Meanwhile,
dozens of false cases have been filed against the protesters, and it is
worth noting that Abhay Sahoo has received bail from the courts in more
than 40 cases so far; but every time he is released, new cases are foisted
on him. Finally, court cases are pending against the illegal clearance to
the project in the High Court and in the National Green Tribunal. Despite
all this, the Orissa government is continuing its criminal offensive, and
the Centre as usual is doing nothing to stop it or to uphold the law.

We condemn this repression, and call for the immediate release of Abhay
Sahoo, the dropping of the false cases registered against him and other
members of the movement, and the immediate withdrawal of this illegal,
unjust and economically destructive project.

The GOP's Middle Class Tax Increase Nov 28, 2011 | By ThinkProgress War Room The GOP Will Let Your Taxes Go Up, But Not a Dime More From Millionaires  the joke is on Americans who are not  the most wealthy, they get everything they deserve for being stupid.  Which are you before you vote? In the wake of the super committee's inability to reach an agreement because Republicans refused to make the wealthiest Americans pay their fair share, there are several very important items that Congress must deal with before leaving town for Christmas vacation. Today, we'll take a look at the payroll tax cut for working Americans, but look out for more in this series including other must-pass items like an extension of long-term unemployment benefits. Here's the rundown. WHAT: Currently, employees are receiving a 2 percent reduction in the "OASDI" portion of the payroll tax — in other words, employees are now paying just 4.2 percent instead of 6.2 percent. Employers are still paying their full 6.2 percent contribution. Since the tax funds Social Security, the lost revenues to the Social Security Trust Fund are being replaced with general funds from the U.S. Treasury. HOW WE GOT HERE: The American Recovery and Reinvestment (i.e. the stimulus) included a Making Work Pay tax credit of up to $400 per worker or $800 per couple. During the late 2010 negotiations over extending the Bush tax cuts, Republicans made it clear they would not agree to extend this Obama tax cut. In return for extending the Bush tax cuts for the wealthy, Republicans eventually agreed to also include a payroll tax cut in lieu of extending the Making Work Pay tax credit. While less progressive than the Making Work Pay tax credit (which was refundable), the payroll tax cut still fulfills the important goal of providing extra cash to workers in every paycheck — cash that lower income workers in particular are likely to spend almost immediately, which will in turn stimulate the economy. ON THE TABLE NOW: The Senate will take up a bill sponsored by Sen. Bob Casey (D-PA) this week that will both extend and expand the payroll tax cut. Here are the details: EMPLOYEES: The payroll tax cut for employees would be extended for one year and increased by more than 50 percent — meaning employees would pay just a 3.1 percent payroll tax next year (compared to 4.2 percent this year and the normal 6.2 percent rate). EMPLOYERS: Employers, who are currently paying the full 6.2 percent rate, would also see their contribution cut in half to just 3.1 percent for all of 2012 on their first $5 million of payroll. This limitation would still help 98 percent of businesses while avoiding needless giveaways to large corporations, which are already sitting on record amounts of cash. HOW IT'S PAID FOR: As with the American Jobs Act as a whole and other portions of it voted on by the Senate, this plan would be financed with a small 3.25 percent surtax on millionaires for any income earned about $1 MILLION. In other words, millionaires will still pay Bush-era income tax rates on their first million dollars of income and will also still be able to use unfair tax loopholes to pay even lower rates on anything their earn from investments.
