In the Middle East, more than 30000 people in Syria crossed the border to exchange Eid greetings with relatives in neighboring Turkey.Three Pakistan cricketers at the centre of fixing allegations on the tour of England are to return home on Friday, a spokesman for the team said.The three Pakistan cricketers, Salman Butt, Mohammad Asif and Mohammad Amir, are now returning to Pakistan.They have not been charged by the police with any offence, the spokesman added. They have fully co-operated with the police into the enquiries and maintain that they are innocent of any alleged wrongdoing.They have agreed with the police to return to England if the police request them to do so to further assist the police in their enquiries.

New Delhi:  The Indo-Pak 'peace pair' of Rohan Bopanna and Aisam-ul-haq-Qureshi went down fighting in their first ever Grand Slam final as they lost 6-7, 6-7 to the top seeded pair of Mike Bryan and Bob Bryan.

Bopanna and Qureshi did really well to hold on to their serve throughout the match but the experience of the Bryan brothers helped them seal the match by winning both the sets in tie-breakers.

Qureshi and Bob Bryan played each other on Thursday as well in the final of the mixed-doubles event in which Bob Bryan triumphed with her partner Liesel Huber.

Bopanna and Qureshi, friends whose countries have engaged in three major wars and remain in dispute over the Kashmir region, have spent much of 2010 using their doubles partnership to try to improve relations between their countries. Bopanna and Qureshi first played together in 2003 but did not become devoted teammates until this year, when they played under the slogan "Stop War, Start Tennis." Cops warn of terror attack in Mumbai

Mumbai Police has released sketches of 2 suspected Lashkar-e-Toiba gunmen who are in the city to spread terror during the ongoing religious festivities.
Two foreign terror suspects have sneaked into Mumbai recently to cause disruptions at religious congregations and crowded places, says Joint Commissioner of Police (Crime) Himanshu Roy.
Mumbai Police issued an advisory to citizens to be alert during the festival season after Kalimuddin Khan and Hafiz Sarif sneaked into the city.
Photographs of the gunmen have been distributed and police has also set up helplines, asking people to call, in case the duo is sighted.
Several teams have been formed to track down the terror suspects, says Roy.

India conveys "serious concern" to US on outsourcing ban!


Meanwhile,Stepping up his campaign against outsourcing, US President Barak Obama today asserted his administration would offer tax benefits only to those firms which will create jobs in the country, a move that may hit Indian IT firms in a big way.

US President Barack Obama is looking forward to his maiden trip to India in November, a senior administration official has said describing that the relationship between the two countries is vitally important.

"The President looks forward to his trip to India," State Department spokesman, P J Crowley, told foreign journalists at the Washington Foreign Press Center.

"As we've said many times, it is a vitally important relationship to the region and to the world," Crowley said in response to a question.

"The world's oldest democracy and largest democracy should have constructive relations, and we do.

India, as an emerging global player, will be essential to solving challenges in the region, Afghanistan being one, and challenges globally, climate change, you know, being one," he said when asked about the agenda during the Obama trip to India.

A day earlier, Secretary of State Hillary Clinton has said that US is laying the foundation for an indispensable partnership with India, and this effort would be bolstered by Obama's November visit.

"India, the world's largest democracy, has a very large convergence of fundamental values and a broad range of both national and regional interests, and we are laying the foundation for an indispensable partnership," Clinton said in her major foreign policy speech at the Council on Foreign Relations, a Washington-based think-tank.

"President Obama will use his visit in November to take our relationship to the next level," Clinton said referring to the scheduled visit of the US President to India in the first half of November.

The Secretary of State said US is also taking into account the countries that are growing rapidly and already exercising influence, like China, India, Turkey, Mexico, Brazil, Indonesia, South Africa as well as Russia.

Deepening engagement with these emerging centres of influence is one of the major steps for the US.

At his daily news conference, Crowley said that India is an anchor of stability in the region.

"We recognize that India is an anchor of stability in a critical part of the world," he said, adding that India will have to play a significant role in the global action to combat climate change.

Noting that US has an ongoing strategic dialogue with India, he said US believes earnestly that the world's oldest democracy and the world's largest democracy have a great deal in common.

"And in fact India can be -- as the Secretary (of State) said in her remarks today, developing new partners who are able to assume greater responsibility for critical issues in the future," Crowley said.

President Barack Obama is appealing for religious tolerance, reminding Americans that the ``overwhelming majority'' of Muslims around the world are peace-loving people.

They include millions of ``our fellow citizens in this country'' who are our friends, neighbors and co-workers and attend school with our kids, Obama said.

Obama asked what it would say ``when we start acting as if their religion is somehow offensive.''

He said it's important to be clear on who the enemy is, al-Qaida and extremists, not Islam or the majority of Muslims.

Obama's comments at a White House news conference came as a Florida pastor threatened to burn Qurans on Saturday, the anniversary of the Sept. 11 attacks. Debate is also raging about an Islamic center in New York..

India has conveyed its "serious concern" to the US over Ohio's ban on offshore outsourcing of government business and a hike in US visa fees for professionals, Commerce and Industry Minister Anand Sharma said in Bangalore on Friday.

"We have expressed our serious concern to the US through a communication," he said, adding that the measures on outsourcing and the increase in fees for H-1B and L-1 visa were "regressive."

Talking to reporters after the award ceremony of the Engineering Export Promotion Council here, Sharma said India is examining whether there is any violation of the WTO agreement on services.

"Every country has its own WTO commitments, we will have to examine if there is violation of Mode 3 and Mode 4 (clauses relating to free flow of services across borders)," he said.

Sharma, who would be co-chairing the Trade Policy Forum (TPF) in Washington on September 21 along with US Trade Representative Ron Kirk, said, "We have already flagged this to the US... We intend to place it on the table for discussion. I hope they will reflect and we will be able to find a meaningful solution."

"We believe on tax breaks for those firms that create jobs in the US. So we are beginning to do that," Obama said at a press conference.

His remarks came close on the heels of the Ohio state Governor passing an executive order to ban outsourcing, a development that has raised concerns in India which is often described as the world's back office.

All firms that would innovate in the US would get tax breaks, he said.

Even though US economy is growing again, progress has been "painfully slow", he said and insisted that his strategy for the economic recovery was moving the country in the right direction.

He said America, which lost 8 million jobs during the recession, needs to remain competitive with Asian nations.

Obama said before he became President four million people lost their jobs while the number rose to eight million during the recession.

Obama's increasing pitch against outsourcing came amid indications that the issue could become a hot topic in the run-up to the November polls.

The Indian IT sector, which gets 60 per cent of its export revenue from the US, has come out strongly against US moves to ban outsourcing.

New Delhi's concerns on outsourcing and the steep hike in H-1B and L1 visa fees is expected to be raised during Obama's maiden visit to India in November.

This is the second time in a week that Obama has spoken about outsourcing.

Earlier on Wednesday, speaking in Cleveland, Ohio, Obama made it clear that he intends to push this course to propel companies to invest more in the US, thereby opening fresh avenues for jobs.

"One of the keys to job creation is to encourage companies to invest more in the United States. But for years, our tax code has actually given billions of dollars in tax breaks that encourage companies to create jobs and profits in other countries," Obama said.

The decision to withhold forest clearance to a mining project in the tribal area of Orissa is a turning point in the evolving national consensus around sustainable development, because it focuses attention on a neglected dimension of sustainability - the social dimension, or impact on the poor.

It is timely, because we will be making increasing demands on natural resources as we consume vast quantities of steel, cement, aluminium, chemicals and fertilisers needed for infrastructure, urbanisation and food security essential for the eradication of poverty. Almost all the mining will take place in the tribal areas.

As the finance minister pointed out to the Standing Committee leaping the 'double-digit growth barrier' and, ensuring that the growth is tempered with inclusiveness , equity and concern for the aam admi can be met only through sustained investment in infrastructure. We plan to invest. 4.1 trillion ($880 billion) in the period 2012-17, in the XII Plan, as compared with $541 billion in the current Plan.

It has yet to be recognised that the stress on infrastructure, and related mining, because of the vast areas covered, requires a corresponding shift from focus on the exploitation of natural resources (the economic-environmental dimension) to the role, allocation and valuation of ecosystem services provided by these natural resources (the social dimension).

Currently, the different 'environmental' clearances consider only a part of the problem, and the interests of the tribal's are invariably neglected. For example, environmental impact assessment essentially considers the technology used and environmental damage by the pollution caused directly on air, water and soil, ignoring the changes in ecosystem services that result and the consequential economic and welfare impacts on the local population.

The Forest Rights Act provides detailed procedures, and safeguards, only in cases where the rights of tribals are affected in critical wildlife habitats of national parks and sanctuaries, and these provisions need to be extended to diversion of forest lands for development of infrastructure projects.

A new poverty index, recently developed by the United Nations, stresses the role of services such as electricity, water and sanitation in the eradication of poverty. It shows that the numbers of poor is more than economic indicators indicate, and has important implications for defining the resettlement or alternatives package in terms of not only compensation for land, and establishment of schools and hospitals but also access to modern services.

The Forest Rights Act's definition of 'community forest resource' recognises that reserve forests were created out of the traditional , or customary, boundary of villages, over which all the local inhabitants had 'unlimited' rights. Therefore, there is no need to determine the nature and extent of these historical rights based on the restrictive approach taken by colonial administrators in recording such rights.

We also know that markets fail to capture most ecosystem service values. Existing price signals only reflect - at best - the share of total value that relates to provisioning services like food, fuel or water and their prices may be distorted. Even these services, where carried out as part of community management of shared resources, often bypass markets. The values of other ecosystem services are generally not reflected in markets apart from a few exceptions, such as tourism. This is mainly explained by the fact that many ecosystem services are considered 'public goods' or 'common goods' : they are often open access in character, but are really a community resource, and have now been recognised as such in the tribal areas, under the Forest Rights Act.

India drops to 51st position in global competitiveness ranking

GENEVA: India has slipped by two places to 51st in the World Economic Forum's global competitiveness rankings, while rival China has managed to improve its standing to 29th.

As per the WEF's Global Competitiveness Report 2010-11, released today, Switzerland is No. 1 in the world in terms of its ability to provide the most competitive environment on several fronts.

Sweden, another technology powerhouse in Europe, ranks second, followed by Singapore and the United States, which both fell by two positions from their ranking last year. The African nation of Chad figures at the bottom of the list of 139 countries.

The global competitiveness rankings are viewed as a barometer of the business climate in 139 countries and mirrors the assessments of leading businessmen on a range of political, social, and economic parameters.

Though Switzerland has "[state-supported] monopolies in key sectors, it maintains overall economic stability and largely open trade and investment policies," said Margareta Dryeniek Hanouz, senior economist and director of the WEF, who is also the co-author of the report.

India has been pushed down to 51st position from 49th due to its poor performance in a range of social sector areas such as education, health and infrastructure.

Though India has performed well in complex financial sector areas, attaining the 17th rank globally in terms of its financial markets, 44th in business sophistication and 39th in innovation, it has failed to improve the basic drivers of competitiveness, the report said.

"There are two Indias," said Thierry Geiger, an associate director at WEF, who also authored the report. "While there is widespread poverty, poor health and education facilities and poor infrastructure in rural India, the other India is experiencing rapid growth," he said.

He praised China, which climbed up to 27th position from 29th last year, for making a dent in poverty and for improving overall access to education and health, suggesting that India is far from making a noticeable impact in these two areas.

Consequently, life expectancy is 10 years shorter in India as compared to China and Brazil. Despite high economic growth, India continues to be plagued by budget deficits, high public debt and high inflation. In contrast, China has over USD 2 trillion in forex reserves and a sound macro-economic environment.

The WEF, which is a non-governmental organisation, is largely known for its annual Davos show of captains of industry and business and political leaders. In the face of a growing economic crisis in the western world, the WEF has increasingly promoted "compassionate capitalism" as an economic model, analysts said.

India ranks 77 in Forbes best countries for business

WASHINGTON: Despite the second highest growth in the world among major economies in 2009, India ranks 77 in Forbes Best Countries for Business list even as the US dropped from No. 2 to No. 9.


"India is developing into an open-market economy, yet traces of its past autarkic policies remain," noted the US business magazine placing India ahead of Sri Lanka (83), China (90) and Pakistan (92) in its fifth annual ranking of 128 economies.


"Economic liberalisation, including reduced controls on foreign trade and investment, began in the early 1990s and has served to accelerate the country's growth, which has averaged more than 7 percent per year since 1997," it said.


Capitalising on its large educated English-speaking population, India has to become a major exporter of information technology services and software workers, Forbes noted.


"An industrial slowdown early in 2008, followed by the global financial crisis, led annual GDP growth to slow to 6.5 percent in 2009, still the second highest growth in the world among major economies," it said.


"The government abandoned its deficit target and allowed the deficit to reach 6.8 percent of GDP in FY10. Nevertheless, as shares of GDP, both government spending and taxation are among the lowest in the world," Forbes noted


With the US economy teetering on the edge of a double-dip recession, business climate for entrepreneurs and investors in the US is starting to lag behind other countries', Forbes said noting its fall from No. 2 to No. 9 in its annual ranking.


Grabbing the top spot for a third straight year is Denmark. A big mover up the rankings is Hong Kong, which swapped places with the US, moving up to No. 2 from No. 9. It scored in the top three for taxes, investor protection and both trade and monetary freedom.


One of the most business-friendly environments can be found in New Zealand, ranked No. 3 (up from No. 5 last year), Forbes said. Among the worst countries for business, Zimbabwe moved out of the bottom of the rankings this year thanks to Venezuela.


The ranking is based on 11 categories, including property rights, technology, corruption, red tape, investor protection and stock market performance.

Govt may ease norms to infuse funds into core sector projects

NEW DELHI: The finance ministry has sought a lower credit rating threshold for investment in infrastructure sector by insurance companies to facilitate greater flow of the long-term savings into creation of physical assets.

Raising the issue again with the insurance regulator, Irda, the finance ministry has suggested allowing a greater proportion of investments in 'AA'-rated paper by infrastructure companies.

"We have made out a case to the regulator for channelling greater insurance funds into debt," a finance ministry official said adding that they had raised the issue earlier also.

According to government estimates, infrastructure sector needs over $1 trillion funds in the 12th Five-Year Plan period beginning 2012.

The current rules allow insurance companies to invest only in AAA or AA credit-rated debt paper. Moreover, at least 75% of investment in debt instruments for every fund in the case of life insurers and investment assets of general insurers should have a AAA rating.

This restrictions has meant that though life insurance companies are required to put at least 15% of their funds from traditional policies into infrastructure and housing, the actual allocation is a lot less.
At the end of March 2009, less than 9% of life insurer's fund from traditional products were invested in the housing and infrastructure products.

"We do not want long-term funds to go into junk investments... What we essentially want is some sort of flexibility for insurance firms to invest in good paper such as AA," the official said.

Even this relaxation may not be enough, as most infrastructure projects that have long-term risks will find an AA rating difficult to obtain, a fact China acknowledged recently while easing restrictions on insurance companies. It has set a 20% ceiling on investment in secured bonds but with a lower rating 'A' rating and an 'AA' for unsecured securities.

The Deepak Parekh committee on infrastructure financing had gone a step ahead and suggested that insurance companies be allowed to invest in secured debt with a BBB rating, usually considered investment grade.

Finance minister Pranab Mukherjee had also at a recent Parliamentary consultative committee meeting pointed out there could be 30% gap in funds needed for infrastructure and called for intermediating greater amounts of insurance and pensions funds.

"They (insurance and pension funds) would be able to generate better yield/return for the stakeholders since infra projects can provide better return as compared to existing government bonds or bank deposits," said Nabin Ballodia, director, KPMG.

The industry echoed similar views. "Easing of the limit will enable further participation in bonds that could potentially yield higher returns," said Kshitij Jain, MD & CEO, ING Life India.

Physical infrastructure has emerged as the single biggest constraint to the country's attempts to achieve 9%-plus economic growth.

Channelling long-term insurance funds to the infrastructure sector has become particularly important as banks cannot meet the needs given the asset-liability mismatch such lending causes.

Banks' deposit funds that typically have a 3-5 year maturity and providing long-term loans from such fund opens them to risks if they are not able to replace the deposits at the same costs.

Banks also have restrictions on how much they can lend to an individual project. Pension and insurance funds have no such constraints as their investments are also long-term.

However, the insurance regulatory and development authority is treading on the issue cautiously given that it concerns small investors and their long-term savings. However, the finance ministry is hopeful of convincing this time around.

Fernando was approached by bookies, confirms SLC

Colombo Sri Lanka Cricket (SLC) has said that fast bowler Dilhara Fernando last year reported to the team management about a \"suspicious approach\" by alleged bookies but he was never under the ICC\'s scanner for any wrongdoing.
A report in \'The Island\' said that officers from ICC\'s Anti-Corruption and Security Unit were here for an inquiry either early this year or late last year and a former manager of the national cricket team had functioned as a translator for Fernando in the inquiry.
\"Officers from ICC\'s ACSU were in Colombo for an inquiry either early this year or late last year and Fernando had to be helped by a translator. A former manager of the national cricket team had functioned as the translator helping the inquiry. Fernando was under ICC investigations for almost two years now,\" the newspaper had said quoting unnamed sources.
Denying this, the SLC said Fernando was subjected to a \"regulation interview\" when he voluntarily disclosed the approach by an alleged bookie to the ICC officials, who came here to gather information about the Lahore terror attack on Sri Lankan players last year.
\"The ICC ACSU has not brought such an issue to attention of SLC and it is unfair that such accusations are directed at our players without verifying the facts. In May 2009, the ICC\'s ACSU travelled to Sri Lanka to interview Sri Lanka\'s cricketers with regard to the Lahore terrorist attack on the Sri Lanka team bus.
\"During their visit to Sri Lanka, Dilhara Fernando voluntarily reported a suspicious approach to the team management and it was immediately referred to the ICC ACSU who in turned carried out a regulation interview with Dilhara,\" the SLC statement said.
\"The interviewing of players after the reporting of suspicious approaches is standard practice and above-mentioned cricketer followed the correct protocol. The ACSU then followed normal protocol and launched an investigation,\" it said.
\"We can confirm that no further information has been provided to us with regard to this incident or player that necessitates any action or raises any concern,\" it added.

President Obama said Friday that if the midterm elections become a referendum on which political party has the most effective agenda to improve the economy, rather than a decision on its current state, "the Democrats will do very well."
"Even after all the progress we've made, we're not there yet, and that means people are frustrated, people are angry," Obama said at a wide-ranging news conference at the White House. "It's understandable that people are asking, 'What have you done?' "
Obama said he would use the fall campaign season to remind voters of the sinking economy he inherited when he took office and what measures he has since put in place, with help from a Democratic Congress.
Many of those initiatives have proved to be unpopular with much of the country, creating a political climate harmful to his party heading into the November elections. Obama has referred to those political difficulties in recent weeks, but he attempted to provide his party hope Friday by signaling that he believes the Democrats can win on the strength of their ideas.
Obama highlighted several new economic proposals this week, including business tax breaks for research and investments, that Republicans have said are designed chiefly to appeal to voters this campaign season.
"We're hardly Johnny-come-latelies on this issue," Obama said. "And when you put together what we've done, it's made a difference."
Obama took 13 questions over a 75-minute news conference in the White House East Room, ranging over issues from the rising anti-Islamic sentiment in the country to prospects for Middle East peace.
Obama used the news conference - his first since May - largely to defend his management of the economy, which is showing new signs of weakness, and to draw sharp distinctions between his party and the Republican opposition with less than two months to go before Election Day.
Some of his answers echoed the speech he has been giving across the country as he raises money for Democratic candidates before the elections. The choice he has laid out - and repeated several times Friday - is between Democratic policies he said helped pull the economy out of "a huge hole" and Republican prescriptions that he says pushed the country into recession before he took office.
He focused largely on the debate over whether to extend the Bush-era tax cuts for households making $250,000 or more - a "perfect example," he said, of the vastly different ways the parties view the economy. He called them "tax cuts for millionaires" several times.
Extending tax cuts for those higher-income households - something Republicans favor - would cost the federal government $700 billion over the next 10 years. Obama said the money would add to the deficit and would be better spent on "growing the middle class," which he said has been his primary economic goal since taking office.
In response to a question about how he has changed Washington, a central campaign theme, Obama listed a number of legislative initiatives he said made politics in the capital more responsive to middle-class concerns.

Dream U.S. Open final edges closer to reality

After almost two weeks of action, Novak Djokovic and Mikhail Youzhny are all that stand in the way of an ultimate grand slam final showdown between the world's two best players, Roger Federer and Rafa Nadal.
The pair have already played each other in the finals of three of the four majors and while the U.S. Open remains the odd one out, that anomaly will be erased if they both win their semi-finals on Saturday.
If history and current form is anything to go by, the top two seeds should advance but neither player is guaranteed an easy ride. Their opponents are dangerous and willing to spoil the prospects of a dream final.
"I'm ready to be bad person. I love to be bad person in this case," said Youzhny, who is drawn to play Nadal.
Djokovic is not in a charitable mood either. The Serbian was beaten by Federer in the 2007 U.S. Open final and the semi-finals in the subsequent two years. The thought of losing to him again this weekend holds no appeal to the world number three.
"I'm sure that the crowd wants them in the finals but I will try to not make that happen," Djokovic said.
Federer has already achieved his life's ambition by winning all four majors and breaking Pete Sampras' record for grand slam titles but the Swiss shows no signs of wanting to stop adding to his collection of 16.
The 29-year-old has been involved in each of the last six finals of the U.S. Open, winning the first five before his shock loss to Juan Martin del Potro last year, but is playing as well as ever this time.
The second seed has not dropped a set in the tournament and battled his way through scorching summer heat and gale force winds with a minimum of fuss.
GAINING MOMENTUM
He has won 10 of his previous 15 meetings with Djokovic, including their most recent meeting in Toronto last month, but remains wary of his opponent.
"He is one of the best players in the game right now, especially on this surface," Federer said. "That's why he's been able to play consistent here at the Open. He's obviously waiting for a breakthrough where he can win this title."
After a slow start to the tournament, when he was pushed to five sets in his opening match, Djokovic has been steadily gaining momentum and content to play the role of underdog.
"I like playing under the radar sometimes. It releases the pressure on myself," he said.
The only reason Federer has never played Nadal in the U.S. Open before is because the Spaniard has never made that far.
He reached the semi-finals in each of the past two seasons but the wear and tear of playing on hardcourts proved too much and he lost both times.
However, the 24-year-old lefthander is playing much better this year, running less and serving faster than ever.
Like Federer, he has sailed through to the semis without dropping a set and says he has learnt his lesson after losing to Youzhny here before.
"It was a painful match for me," Nadal said. "During the tournament I was playing better and better but I think I lost that match because I was too anxious."
Youzhny, seeded 12th, has done it the hard way, winning just one of his first five matches in straight sets. His quarter-final against Stanislas Wawrinka went to a fifth and lasted four hours.
But the Russian is not without any hope. He was a semi-finalist at the U.S. Open four years ago and has won four of his previous 11 meetings with Nadal, including their only previous clash at the U.S. Open, in 2006.
"It's another time and other opponent, so anything can happen," Youzhny said.

India, Russia to build military transport planes

India and its biggest military supplier Russia announced on Friday a 600-million-dollar joint venture to manufacture military transport aircraft for the two countries.

The 50:50 venture was signed by India's state-owned Hindustan Aeronautics Ltd, Russian United Aircraft Corp and the Russian state-run arms exporter Rosoboronexport, the Indian defence ministry said in New Delhi.

The "15-20 tonne payload capacity aircraft would meet the requirements of the Indian Air Force and the Russian Air Force," the Indian defence ministry said in a statement.

Russia is also in the race for a 12-billion-dollar contract to sell 126 fighter jets to the Indian air force and supply hundreds of combat helicopters to the country's million-plus army.

The ruling Biju Janta Dal in Orissa has lined up a series of centre-bashing protest rallies across the state raking up the issue of clearance by the union ministry of environment and forest [MOEF] to the Andhra Pradesh government's Polavaram project over the Godavari river.

The party, which is going to organise the first anti-Polavaram rally on Sunday at the southern Malkangiri district headquarters town, has decided to hold the second show in the coastal Jagatsinghpur town on September 18. This will be followed by a few other meetings and culminate in Mahasamavesh (grand convention) at state capital Bhubaneswar on some later day.

"Malkangiri protest rally is just the beginning. The BJD is going to organize many such agitations across the state," party strategist and Rajya Sabha member, Pyarimohan Mohapatra, said here on Friday.

Although at least nine ministers are scheduled to address the Malkangiri rally, the BJD supremo and chief minister Naveen Patnaik and Mr Mohapatra will not attend it.

Mr Mohapatra, however, said he and the CM would address rallies at Jagatsinghpur and Bhubaneswar.

The Malkagiri programme is being organised by the BJD youth wing led by its convenor, Sanjay Das Burma.

Not to lag behind, the Orissa BJP unit also has announced to hold a protest march from Puri to Bhubaneswar in October to register its protest against the UPA government's forest clearance to Polavaram project .

Orissa BJP Yuba Morcha president, Bhibhuti Jena and general secretary Umakant Patnaik, on Friday said the party would launch a protest march from Puri to Malkangir on October 2. The march would conclude after a week near the Polavaram project where a public rally would be organised.

The Congress, on the other hand, accused the BJD of playing cheap politics in the name of Polavaram. "Why was the BJD sleeping all these years instead of raising its voice in appropriate forums? The project was almost finalized during NDA government. At that time, the TDP in Andhra Pradesh and BJD in Orissa were active partners of the NDA. The BJD's present concerns about submergence of human habitations and forests could have been taken care of then, properly," senior Congress leader Umesh Chandra Swain said.

Describing the MoEF decision "discriminatory," senior BJD leader and state finance minister Prafulla Chandra Ghadei said the Congress-led UPA government wanted to perpetuate its rule in Andhra Pradesh by granting forest clearance to Polavaram, ignoring all environmental concerns.

"On one hand, the MoEF setting aside forest clearances given to Posco and Vedanta projects which would make substantial contributions to the state exchequer and, on the other hand, it is discriminatingly giving its nod to Polavaram project that would create massive inundation on Orissa side," Mr Ghadei said.

Believe it! Ministers have aam admi assets

NEW DELHI: The Union Council of Ministers has finally made a disclosure of individual assets, and if the information provided is taken at face value, we have a truly aam admi Cabinet with a few exceptions.

Commerce minister Anand Sharma, for instance, may be spending his official day looking at figures in billion of dollars, but his personal wealth is a paltry Rs 26,741. Likewise for food processing minister Subodh Kant Sahai, who has assets of Rs 1.4 lakh, urban development minister S Jaipal Reddy with assets of just Rs 3.3 lakh and social justice minister Mukul Wasnik who also owns only Rs 3.3 lakh.

Even Farooq Abdullah, the renewable energy minister, who shuttles between Delhi, Srinagar and London and is reputed for his flamboyant lifestyle, can lay claim to assets of barely Rs 6.5 lakh, while our cotton-sari clad railway minister, Mamata Banerjee, is worth more at Rs 6.7 lakh, which includes 10 grams of gold.

Of course, not everybody is quite as aam as this, but even high-profile leaders like Sharad Pawar claim to own just Rs 3.9 crore, while telecom minister, A Raja, has assets worth Rs 73.9 lakh.

Then there are those who are, as it were, the royalty of the group, some literally, others not so. Palaces, farm land across the country, shares and stocks are the stuff their assets are made of.

On top of this heap is civil aviation minister Praful Patel with Rs 33 crore, followed by Jyotiraditya Scindia and Kapil Sibal with assets upwards of Rs 20 crore. Incidentally, this does not include the properties and income of their wives and dependents.

Many in this not-so-aam list have invested heavily in property. While Patel has several properties in Worli, Scindia owns ancestral property like Shanti Mahal and Rani Mahal in Gwalior. Chemicals minister M K Alagiri whose net worth comes to about Rs 9 crore has plots in Madurai.

The disclosure comes after over a year of sarkari stonewalling on an RTI application filed by activist Subhash Chandra Agrawal. The PMO on Thursday dropped its stand against making public ministers' assets and liabilities giving over 400 pages of complete details filed by the elected representatives.

Ministers are expected to file detailed list of assets and liabilities, their business interests and that of their family within 3 months of taking oath. Agrawal had sought these details citing public interest but the PMO denied disclosure claiming that the information was exempted under "fiduciary relationship."

The Central Information Commission had finally directed the PMO to take permission from both Houses of Parliament before making the information public. Parliament was of the opinion that no permission was required for disclosure forcing the Union Cabinet this week to adopt a resolution that the assets would be made public.

Dilshan under ICC scanner for bookie link: report

London In a shocking turn of events, top Sri Lankan batsman Tillakaratne Dilshan has turned out to be the leading Sri Lankan cricketer the ICC\'s Anti-corruption and Security Unit has been monitoring for alleged links with a bookmaker.
The \'Daily Mail\' today claimed that Dilshan was the player named in a Sri Lankan Cricket Board report to ICC\'s ACSU last year after he was allegedly spotted with a suspected illegal bookmaker in a London nightclub.
The report was filed by the Sri Lankan team manager after captain Kumar Sangakkara passed on suspicions among team-mates that Dilshan had been seen with the bookie during Twenty20 World Cup in England in June last year, the newspaper claimed.
"The player concerned has been under the ICC\'s scanner since the Twenty20 World Cup in England in 2009," it said.
Sri Lanka Cricket had reportedly kept the entire matter away from the public spotlight though Dilshan has been investigated by Sri Lankan police. No charges though was laid on Dilshan by the Sri Lankan police.
"There is no suggestion of any wrongdoing on the part of Dilshan. The Sri Lankans followed the ICC\'s protocol to the letter, reporting the alleged incident as soon as it was made known to the team management," the \'Daily Mail\' report said.
A Sri Lanka team spokesman, however, denied any player having connection with bookies.
"He has done nothing wrong. There is no evidence against any of the Sri Lankan players. None of them are guilty. These allegations are being drummed up by unscrupulous elements who are trying to upset Sri Lanka\'s plans for the (2011) World Cup," the spokesman was quoted as saying by the newspaper.
The revelation of alleged connection of bookies with a high-profile player came at a time world cricket has been engulfed with \'spot-fixing\' scandal involving three Pakistanis.
Pakistan Test captain Salman Butt, Mohammad Asif and Mohammad Aamir were suspended by the ICC and interrogated by Scotland Yard after a British tabloid claimed in a sting operation that they took bribe from a bookie to bowl deliberate no-balls during a Test match against England at Lord\'s two weeks ago.
Sri Lanka Cricket spokesman Brian Thomas said in Colombo that there was no allegations against Dilshan and termed the media reports as "character assassination".
"A far as we are concerned, there is no allegations against Dilshan. If there were allegations, by now the ICC would have informed us and a proper inquiry would have been held. As far as Sri Lanka Cricket is concerned, can I call it character assassination. We know our players are innocent," Thomas said.

Match fixing is a cancer for cricket: Strauss

London England captain Andrew Strauss has described the latest match-fixing scandal as \"a cancer in the game\" of cricket.
\"Every one of these allegations hurts the game of cricket more. Every cricketer in the world has received a short, sharp slap in the face about where this game is at the moment and where it needs to go in the future," The Sun quoted Strauss, as saying.
\"We must try to iron out these allegations because they are a cancer that can spread and devalue the game,\" he added.
Strauss was speaking ahead of the first of five one-day internationals to be played between England and Pakistan today at Chester-le-Street.
Strauss said that he understood the cloud of despondency hanging over cricket but insists the game will survive.
\"If these things are proved, then it will make me think whether games were strictly as I saw them. I can understand people being reluctant to pay to watch matches now. The allegations have overshadowed the cricket, but we realize our responsibility as players is to get out on the pitch and play well," Strauss said.
\"Despite these allegations, I maintain that cricket generally is a very clean sport. I don\'\'t worry for the future of the game of cricket. It has survived many controversies over the years,\" he added.

No Lankan player under scanner for bookie link: Sangakkara

Colombo Sri Lankan captain Kumar Sangakkara today rubbished media reports that Tillakaratne Dilshan was under the ICC scanner for his alleged links with bookmakers and said none of his team-mates were suspected of "fraternising with shady characters".
"All these stories going around about Dilshan are absolutely baseless. No Sri Lankan player to my knowledge is in suspicion of fraternising with these so called bookies by their team-mates nor by team management and Sri Lanka Cricket Board. As far as I know there was no report to SLC or ICC\'s Anti-corruption Unit," Sangakkara said.
According to British tabloid \'Daily Mail\', Sri Lankan team manager filed a report to ICC\'s ACSU after Sangakkara informed him about suspicions among team-mates that Dilshan had been seen with the bookie during the Twenty20 World Cup in England in June last year.
Sangakkara denied it and said he had never passed on information of any suspicious activity by any of his team-mates to the management.
"I have never reported against any player specifically. All the players are very open in communicating with me and team management. No one including me have voiced our suspicion over any of our team-mates at any time nor reported specifically to the team manager or SLC," he asserted.
"If there is any report of any suspicion on any player, then it is better to ask the SLC and the team management about that but as far as I know ,there is no such thing," he told \'Times Now\'.
Sangakkara also ruled out any Sri Lankan player intentionally mixing up with illegal bookmakers.
"Any of the players upto my knowledge have not fraternised with any of these shady characters. The only thing is you never know who is sitting at the chair next to you or who is taking photograph with you at a hotel or somewhere," he said.
SLC Chief Executive Ajith Jayasekara also dismissed reports of Dilshan being under ICC scanner.
"We dont go by speculation or what any newspaper wants to say. We don\'t want to go by such reports. The Anti corruption Unit of the ICC has not reported any such involvement of any player. We cant go by speculation. This has not been brought to our notice by the anti-corruption unit of the ICC. There is no evidence against any Sri Lankan player," Jayasekara said.
